PUBLIC HEARINGS:
1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE AMENDMENT TO THE WILCOX FARMS SUBDIVISION DEVELOPMENT AGREEMENT FOR THE PROPERTY LOCATED AT APPROXIMATELY 1550 SOUTH 1000 WEST
BACKGROUND: In 2022, Destination Homes entered into a development agreement with Clearfield City for the development of a 101-lot single-family subdivision. Destination Homes is seeking to partner with a national home builder in an arrangement where Destination Homes would remain as the developer ultimately responsible for all horizontal improvements such as roads, sidewalks, and common open space. Proposed amendments include adjusting open space amenities and layouts, porch encroachments, and private street corner setbacks. Additionally, the Planning Commission recommended that the applicant include additional details to the proposed amendments to ensure that any new home plans meet intent and architectural standards of the original agreement. Because the applicant is still working on the additional details to address architectural standards, Staff recommends that the City Council continue this item to the City Council Policy Session to be held on May 27, 2025.
RECOMMENDATION: Continue the Public Hearing to May 27, 2025
2. PUBLIC HEARING TO REVIEW AND ADOPT THE 2025-2026 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FIVE-YEAR CONSOLIDATED PLAN AND ONE-YEAR ACTION PLAN
BACKGROUND: As an entitlement community with the U.S. Department of Housing and Urban Development (HUD), Clearfield City has access to federal funds to assist low/moderate income households or neighborhoods through the Community Development Block Grant (CDBG) Program. As a requirement of that funding, entitlement communities must develop a Consolidated Plan to outline the goals and direction of the CDBG program for the next 5-year period. For each fiscal year, a 1-Year Action Plan must also be created to indicate the goals and direction of funding and programs for the upcoming program year. As a document that provides direction for the expenditure of federal funds for local programs and services, the plan is subject to public hearings and requires a 30-day comment period which began on March 26, 2025, and concluded on April 29, 2025.
RECOMMENDATION: Receive public comment
3. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED COMPENSATION INCREASES FOR MUNICIPAL EXECUTIVE OFFICERS FOR FISCAL YEAR 2026 (FY26)
BACKGROUND: In accordance with UCA 10-3-818, before a governing body may adopt a final budget that includes a compensation increase for an executive municipal officer, the governing body shall hold a public hearing separate from any other public hearing on the compensation increase. Notice was published at least seven days before the public hearing.
RECOMMENDATION: Receive public comment.
4. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE FISCAL YEAR 2026 TENTATIVE BUDGET
BACKGROUND: Before each budget year begins, local governments are to prepare a tentative budget for each major fund. Major funds include (a) the general fund, (b) special revenue funds, (c) debt service funds, (d) capital project funds, (e) proprietary (utility) funds, and any other fund or funds deemed significant. The tentative budget for each fund shall contain estimates of all anticipated revenues and all appropriations for expenditures.
RECOMMENDATION: Receive public comment.

The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
6. CONSIDER APPROVAL OF THE 2025-2026 CDBG FIVE-YEAR CONSOLIDATED PLAN AND ONE-YEAR ACTION PLAN
RECOMMENDATION: Approve the 2025-2026 CDBG five-year consolidated plan and one-year action plan and authorize the mayor's signature to any necessary documents.
7. CONSIDER APPROVAL OF ORDINANCE 2025-12 APPROVING THE FISCAL YEAR 2026 TENTATIVE BUDGET
RECOMMENDATION: Approve Ordinance 2025-12 approving the fiscal year 2026 Tentative Budget and authorize the mayor's signature to any necessary documents.
8. CONSIDER APPROVAL OF THE PROCLAMATION DECLARING THE MONTH OF MAY 2025, JEWISH AMERICAN HERITAGE MONTH IN CLEARFIELD CITY
BACKGROUND: For forty-three years every President of the United States has declared a period of time for celebrating the contributions to the United States of the Jewish community's history, heritage, and culture, and since 2006, the month of May has been Presidentially declared to be Jewish American Heritage Month, pursuant to a bipartisan resolution of Congress. Mayor Shepherd would like to call upon citizens to commemorate this occasion by appropriately celebrating the contributions to the United States and Clearfield, Utah, of the Jewish community's history, heritage, and culture.
RECOMMENDATION: Approve the Proclamation declaring the month of May 2025, Jewish American Heritage month in Clearfield City and authorize the mayor's signature to any necessary documents.
