1. CALL MEETING TO ORDER.

3. PLEDGE OF ALLEGIANCE
Planning and Zoning Commissioner Michael Connin led the Pledge of Allegiance.
4. APPROVE OR AMEND PLANNING AND ZONING MEETING MINUTES OF JANUARY 22ND, 2025 DECISION.
Motion was made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Commissioner Michael Connin, to approve the Planning and Zoning meeting minutes of January 22nd, 2025. All in favor, aye, Motion Passed.
5. VICE CHAIRPERSON KLANSEY BATEMAN UPDATES PLANNING AND ZONING COMMISSIONERS RELATED TO SPOT ZONING-EDGAR COLLAZO CONVERSION FROM COMMERCIAL ZONE TO RESIDENTAL ZONE.
Motion was made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Vice Chairman Klansey Bateman, to table line item #5.
6. RENEWAL OF ALL ACTIVE CONDITIONAL USE PERMITS FOR THE 2024-2025 YEAR:
A) JESS WINBERG - SILVERZONE
Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace, to approve a conditional use permit for the 2024-2025 year for Jess Winberg - Silverzone. All in favor, aye, Motion Passed.
B) STEPHANIE ESCARENO-I.R. TAX MULTI SERVICES
Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace, to approve a conditional use permit for the 2024-2025 year for Stephanie Escareno- I.R. Multi service. All in favor, aye, Motion Passed.
7. APPROVAL OR DISAPPROVE NEW BUSINESS APPLICATIONS:
A) D'VINE BEAUTY-AERIAS MONZERATH LOPEZ
Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace, to approve a new business application for D 'Vine Beauty- Aerias Monzerath Lopez. All in favor, aye, Motion Passed.
B) NAILS BY CINDY-MARIA SILVIA VEGA
Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Vrayen Soriano, to approve a new business application for Nails by Cindy-Maria Silvia Vega. All in favor, aye, Motion Passed.
C) NAILS BY DAZY LLC-DAISY AGUAYO BENAVIDES
Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Vrayen Soriano, to approve a new business application for Nails by Dazy LLC-Daisy Aguayo Benavides. All in favor, aye, Motion Passed.
D) MADE 2 FVDE-JUAN MANUEL PALAFOX-PEREZ
Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Michael Connin to approve a new business application Made 2 FVDE - Juan Manuel Palafox-Perez. All in favor, aye, Motion Passed.
8. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.

9. VICE CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO

10. COMMENTS FROM THE AUDIENCE.
Planning and Zoning Commissioner Steve Wallace asked Vice Chairman Klansey Bateman about the excessive number of vehicles around the city. Klansey responded that he was trying to get in touch with the city Attorney regarding the issue and asked City Clerk Liliana what days the city Attorney was here in Wendover. Liliana responded that he would be here for the next city council meeting, which will be held on March 5th and 6th, for the court session. The Vice Chairman will try to get in touch with the City Attorney in this couple of days.

12. NEW BUSINESS.
Resident Ervin Espinoza informed the Planning and Zoning Commissioners he has purchased a piece of property in Wendover, Utah, at Aria Circle, and he is planning on developing the property with a modular home or a mobile home with a foundation. Planning and Zoning Commissioner Michael Connin asked if the basement would have 2 entrances for the fire code. Ervin responded with a yes, and he is also looking at other properties near his property that he might want to purchase and develop. Ervin showed the Planning and Zoning Commissioners' plans for the basement and layouts. Planning and Zoning Commissioner Michael Connin informed resident Ervin Espinoza that the plans must follow City setbacks and must pass the fire code. Ervin replied that Champion Homes is a company that creates modular homes, and he provided them with the city setbacks. Planning and Zoning Commissioner Vrayen Soriano asked City Clerk Liliana Soriano if there is a form he just has to fill out and not go to planning and zoning. City clerk Liliana, yes there is, but since it is a modular home, it has to be brought up to Planning and Zoning for approval before we send it out to building inspector James Short. Vrayen stated that as long as the plans meet the setbacks of the city requirements, he does not see an issue with the placement of the modular home. Uriben informed Commissioners SK Hart has also offered him the next 3 properties next to his property he is planning on purchasing in the future and placing modular homes on properties, but he would like to rent out homes.

Motion was made by Planning and Zoning Vice Chairman Klansey Bateman to hold the next scheduled Planning and Zoning meeting on Wednesday, March 19th, 2025, at 5:30 p.m.
