1. CALL MEETING TO ORDER.

4. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF MARCH 05, 2025,
DECISION.
A motion was made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox, to approve the city council meeting minutes of March 05, 2025. All in favor, aye motion passed.
5. APPROVE OR AMEND SPECIAL COUNCIL MEETING MINUTES OF MARCH 12, 2025. DECISION.
A motion was made by Councilmember Adam Palafox, seconded by Councilmember Dalene Trammell, to approve the special council meeting minutes of March 12, 2025. All in favor, aye motion passed.
6. DEPARTMENT UPDATES:
A) POLICE DEPARTMENT - MICHAEL CONNIN
Police Administrator Michael Connin gave a stats report and informed the city council he has hired a new police officer named Mathew, who will begin POST on May 27th, 2025.
The Senate signed a bill in 2023 called SB 124 that requires all law enforcement to utilize an early intervention system tool. Connin has hired a person who created a program called Know Your Force Survey to help see what areas the police department can work on to track the behaviors of the Police officers. The Police Officer has a card with a QR code that they must give out to all the people they have interactions with a survey of the people's public safety. This program originally cost $5000.00 (five thousand) dollars, but there is a $3,000,000.00 (three million) dollar one-time grant that the State of Utah has set aside for safety agencies to utilize. The Wendover Police agency qualified for this grant, which will help the City of Wendover have a zero payment for this year. If next year, the Wendover Police Department does not qualify for the grant it will cost the police department $100.00(one hundred) dollars per officer for the Police Department, for a total of 5 (five) officers It will cost $500.00 (five hundred) dollars to maintain the service for the 5 officers. Police Administrator Michael Connin signed up with Know Your Force for the following 3 (three) years. Connin informed the council that the police department had till January of this year to acquire this program. The Wendover police department is up to the State code.
B) FIRE DEPARTMENT - KEN QUIRK
Fire Chief Ken Quirk was not present. Fire Captain Waylan Nelson gave a stats report. Waylan informed the council that all the inside and outside lights are being replaced with new lighting for better coverage. Waylan has reached out to North Tooele to see if they are willing to donate to the Wendover Fire Department 2(two) Airpacks by April. If they do, the fire department will have to buy bottles, regulators, and masks. If North Tooele donates, this will help the fire department with having 4 (four) firefighters instead of 2 (two)persons, only allowed to respond to fire-related situations.
C) UTILITY - ARMANDO RODRIGUEZ

7. UPDATE WITH RESPECT TO SACRED CIRCLE LORENA HORSE AND MATT JUDD. DISCUSSION.
Lorena Horse came to update the city council on the development of a new clinic in Wendover, Utah. Lorena informed the Council that Sacred Circle is working on the new modular building, and the process is going slower than expected, but the modular has been upgraded to a larger size modular. but Lorenas articulates that good care comes with a good setup.

10. APPROVE OR DISAPPROVE DONATION TO THE WEST WENDOER RECREATION DISTRICT FOR THE ANNUAL EASTER EGG HUNT TO BE HELD ON SATURDAY APRIL 19, 2025 DECISION.
Councilmember Brandon Grossman asked the question if the city had placed a budget for the easter egg hunt for this year. It was confirmed that the city had placed a line item in the budget for the easter egg hunt donation. A motion was made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to approve a donation of (five hundreds) $500.00 to the West Wendover Recreation District for the annual easter egg hunt to be held on Saturday, April 19, 2025. All in favor, aye motion passed.

11. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION.
A motion was made by Council member Brandon Grossman, seconded by Councilmember Adam Palafox, to approve the pre-scheduled community center rental dates. All in favor, aye, Motion passed.
12. APPROVE OR DISAPPROVE FEE LIST PERTAINING TO THE COST OF SERVICES, RENDERED BY THE CITY. DECISION.
A motion was made by Councilmember Adam Palafox, seconded by Councilmember Darlene Trammell, to approve the fee list pertaining to the cost of service, rendered by the city. All in favor, aye, Motion passed.
13. APPROVE MOTION MADE ON MARCH 05, 2025 BY COUNCILMEMBER BRANDON GROSSMAN, SECONDED BY COUNILMEMBER DARLENE TRAMMELL TO APPROVE THE RED CROSS FIRST-AID TRAINING IN THE AMOUNT OF ELEVEN THOUSAND DOLLARS ($11,000.00). MONEYS TO BE ACQUIRED FROM FIRE DEPARTMENT BALANCE. DECISION.
A motion was made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to Table line item #13 until the correct amount is given by Fire Chief Ken Quirk.
14. APPROVE MOTION MADE ON MARCH 05, 2025 BY COUNCILMEMBER BRANDON GROSSMAN, SECONDED BY COUNCILMEMBER MANUEL CARRILLO APPROVING A DONATION FOR LISANDRO CERVANTES AAU BASKETBALL TEAM IN THE AMOUNT OF TWO THOUSAND DOLLARS ($2,000.00) TO COME OUT OF ROOM TAX ACCOUNTS AND PROVIDE WENDOVER'S LOGO ON ASSETS. DECISION.
Mayor Dennis Sweat asked Resident Jim Trammell to inform the council of the city his perspective on regards to donations to Lisandro Cervantes. Jim Trammell stated that he has worked with Lisandro Cervantes at the AAU basketball, and Lisandro refused to give him the money they had fundraising. Police Administrator Michael Connin stated that he could investigate the issue of where the money is going and how it is being used.
A motion was made by Councilmember Darlene Trammell, seconded by Councilmember Radine Murphy, to Table line item #14 until Police Administrator Michael Connin investigates the allegation from Jim Trammell.
15. APPROVE MOTION MADE ON MARCH 05, 2025 BY COUNCILMEMBER BRANDON GROSSMAN, SECONDED BY COUNCILMEMBER MANUEL CARRILLO TO REFUND LATE FEE OF FIFTEEN DOLLARS ($15.00) TO JUHA SAATAMOINEN.

A motion was made by Councilmember Darlene Trammell, seconded by Councilmember Radine Murphy, to approve the motion made on March 05, 2025, by Councilmember Brandon Grossman, seconded by Councilmember Manuel Carrillo, to refund the late fee of fifteen dollars ($15.00) to Juha Saatamonien. 16. DISCUSSION PERTAINING TO AN ADDITIONAL HOLIDAY FOLLOWING THANKGIVING DAY, THE 4TH FRIDAY OF NOVEMBER. MICHAEL CONNIN.
Police Administrator Michael Connin informed the City Council that he would like to add the 4th Friday of the Month of November as a holiday and the way in which the garbage will be picked up would be the following all residential will be picked up on Wednesday instead of Thursday a notice will be given a month before the due date. Commercial trash will be picked up on Friday by one utility worker who will work only 4 hours, then enjoy the rest of the day as a holiday. He has noticed the office girls request the 4th Friday of November either as a personal day of vacation or as a no-pay request day off.
A motion was made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve the additional holiday following Thanksgiving Day, the 4th Friday of November.

17. DISCUSSION PERTAING TO FCCLA. BRANDON GROSSMAN.
FCCLA is not present.
18. APPROVE/DISAPPROVE OR AMEND WENDOVER AMBULANCE SERVICE AGREEMENT AN ADDITIONAL FIVE (5) YEARS ENDING 01/16/2030. DECISION.
City Attorney Spencer Call will bring to attention two modifications to the Ambulance agreement. Once these modifications are made, the agreement will be ready to sign.
A motion was made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox, to amend the Wendover Ambulance service agreement for an additional five (5) years ending 01/16/2030 and to be signed next city council meeting. All in favor, aye, Motion passed.
19. APPROVE OR DISAPPROVE AWARDING OF PILOT PEAK WATERLINE PHASE 6 STATION 336+10 TO STATION 346+03 IN THE AMOUNT OF $250,000.00 TO NOLAND AND SON CONSTRUCTION. DECISION.
A motion was made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve the awarding of Pilot Peak Waterline Phase 6 Station 336+10 to Station 346+03 in the amount of $250,000.00 to Noland and Son Construction.

20. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
Mayor Dennis informed the Council that the Intrepid Potash crew has helped clean underneath the water tank with utility workers. The utility workers have placed grains, so weeds won't grow anymore. Mayor Dennis Sweat asked the council to consider cleaning the inside of the water tank and repairing the tank. The mayor got a bid to fix and clean the tank a couple of years ago.
21. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
City Administrator Glenn Wadsworth informs the council city office has received the West Wendover City Water report of safe water being provided to us from springs and wells. Glenn has also received a letter from the State Department of Natural Resources City as an application 13-3331-A55237, which Monty Spring Water 1(one) and 2(two), which has never proof on to see if they have water in them springs 14 years ago, we extended the date for it to expired. The date is approaching to have the water flow response, or we can pay $150.00 (one hundred and fifty) dollars to give the city another 14 years to complete all the water flow rate testing, which takes about a year to complete.

City Administrator Glenn Wadsworth has received a new Tooele County Dispatch agreement for the amount of $55,985.00 (fifty-five thousand nine hundred eighty-five) dollars, which is a lower amount than last year's agreement. Police Administrator Michael Connin responded that the reason why the Dispatch Agreement is a lower amount is due to lower call volume from dispatch this year than the previous year.
A motion was made by councilmember Brandon Grossman, seconded by councilmember Darlene Trammell, to approve the dispatch agreement for the amount of $55,985.00 (fifty-five thousand nine hundred eighty-five) dollars and for Mayor Dennis Sweat to execute same.
City Administrator Glenn Wadsworth informed the council that the Utah Gang Investors Association will be here in Wendover, having a conference, and is inviting everyone and anyone who would like to attend the awareness course on April 30th through May 2nd, Wednesday through Friday.
22. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.
A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS
City attorney Spencer Call informed city council that the agreement between the City of Wendover and the Tooele County Dept. of Airport is still on hold, awaiting more information.
City Attorney Spencer Call informed the council that he has received an Interlocal Election Agreement, and he has revised it, and it looks good to be signed by Mayor Dennis Sweat.
A motion was made by councilmember Radine Murphy, seconded by councilmember Adam Palafox, to approve the interlocal agreement.
The City Attorney Spencer Call informed the council that he is working on getting out of the website agreement. The website does not have to be all professional, as long as we have a website, that's all we need.
23. UNFINISHED BUSINESS :
Fire Captain Waylan Nelson asked if Fire Truck Number 2 was placed for auction. Fire Chief Ken Quirk has informed him he wants it removed from the list. City Administrator Glenn Wadsworth replied that he was aware that Fire Chief Ken Quirk had informed him prior to the auction to remove Fire Truck # 2 in which was no longer for auction.
24. NEW BUSINESS:
Police Administrator Michael Connin informed the council that he has fixed the outside LED lighting, making it much brighter, and removed Tooele County lettering from the side of the building as well.

City Administrator Glenn Wadsworth informed the council that City Treasurer Sasha Palafox has asked the City Council to have a budget meeting on April 9th at 6:00 p.m. The date might change.
