DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE TO RENEW A UPDES PERMIT PURPOSE OF PUBLIC NOTICE THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO RENEW A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER AUTHORITY OF THE UTAH WATER POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID 'PERMIT' REFERS TO THE UPDES PERMIT AND THE FACT SHEET. PERMIT INFORMATION PERMITTEE NAME: Lake Point Improvement District FACILITY NAME: Lake Point Improvement District Lagoons MAILING ADDRESS: 7856 North Mountain View Road, Lake Point, Utah 84074 TELEPHONE NUMBER: (435) 255-2099 FACILITY LOCATION: 7851 North Highway 36 UPDES PERMIT NO.: UT0020231 PERMITTED OUTFALLS: 001 OUTFALL LOCATION: Latitude 40 40'27.50' and longitude 112 17'6.03' RECEIVING WATER: Unnamed ditch BACKGROUND Lake Point Improvement District serves the community of Lake Point with a population of 3,000. The Facility is a facultative lagoon system with a 9-acre primary cell and a 7.4-acre secondary cell. A 5-acre third cell was added in 1987 for polishing the effluent. Disinfection is accomplished with chlorination by using chlorine tablets with dosage adjustments based on flow. The design capacity is 0.392 million gallons a day (MGD); over the last five years, the annual average flow rate was 0.307 MGD. Since 1972, the Facility's effluent flows into an unnamed ditch and then enters what appears to be an old industrial canal. As the water flows through the ditch and canal, some of the water infiltrates into the soil. At the end of the canal, the water exits the dike and flows onto a flat playa-like area where the rest of the water dissipates into the soil. See the Permit and Fact Sheet for more information. PUBLIC COMMENTS During the public comment period provided under Utah Administrative Code (UAC) R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in UAC R317-8-6.12. Public comments are invited any time prior to the deadline of the close of business on May 7th, 2025. After considering public comments, the Utah Division of Water Quality may execute the permit issuance, revise it, or abandon it. The permit is available for public review under 'Public Participation' at www.waterquality.utah.gov/.
