PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN that the Town of Manila will hold a public hearing on May 12, 2025, at 6:00 p.m., or as soon thereafter as feasible, at the Senior Center/Community Center, located at 165 E Hwy 43, Manila, Utah.
The purpose of the public hearing is to receive public comments regarding proposed increases to the culinary water and sewer rates. These increases are intended to support the ongoing operation and maintenance of the utility systems.
Public comments are encouraged and may be submitted in person at the scheduled hearing or via email to jennifera@manilautah.com. All comments will be shared with the Town Council and included in the public record. Written comments must be received prior to the start of the meeting to be considered.

UTILITY RATE INCREASE:
Janell Braithwaite from the Rural Water Association of Utah (RWAU) will join us again to address any questions residents may have regarding the need for a utility rate increase.
The Town of Manila recognizes the importance of periodically adjusting utility fees to ensure adequate funding for the operation and maintenance of our utility systems. These adjustments also help cover related expenses, including debt service payments and the replacement of aging infrastructure and equipment. To support this effort, the Town requested that RWAU review our current utility rate schedules for both water and sewer services.
Following their analysis, RWAU has determined that adjustments to the current rate schedules are necessary. The Mayor and Town Council agree that these changes are essential to generate sufficient revenue to meet ongoing debt obligations tied to infrastructure improvements and to establish reserve funds for future renewal and replacement of critical facilities and equipment.
Janell Braithwaite, a Management Technician with RWAU, will present an overview of the Town's current financial position, outline where we need to be, and share potential strategies for achieving long-term financial stability in our utility systems.
METER WORKS PROPAGATION STUDY:
Terrick Sheffield from MeterWorks will also be joining us to discuss the need for an antenna that will enable electronic monthly readings of our water meters. MeterWorks, in partnership with Neptune, conducted a Propagation Study for the Town at no cost. The results of the study are promising and indicate strong potential for the Town's system.
Upgrading to this antenna technology will allow water users to monitor their usage throughout the month, even in 15-minute intervals if desired. It will also assist office staff and Public Works in identifying and addressing potential leaks early, helping to prevent costly water loss.
