- TOQUERVILLE CITY COUNCIL Regular Business Meeting Agenda May 7, 2025, at 5:00 pm 212 N. Toquer Blvd, Toquerville Utah This meeting will also be broadcast via YouTube live on the Toquerville City YouTube channel at https://www.youtube.com/@toquervillecity A. CLOSED SESSION - 5:00 PM: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). B. CALL TO ORDER - 6:00PM: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Williams 3. Statements of Belief/Opening Prayer - Councilman Sands C. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. D. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from April 16, 2025, City Council Meeting. 2. Review and possible approval of City Expenditures from March 2024. E. CITY DEPARTMENT REPORTS: 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Planning Commission Chair - Valerie Preslar 4. Assistant City Manager - Darrin LeFevre 5. City Manager - Ben Billingsley F. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. G. BUSINESS: 1. Discussion on the Water Shortage Contingency Plan. 2. Discussion and possible action to consider adopting Resolution 2025.XX to authorize pursu-ing the creation of a municipal power department. 3. Discussion and possible action on increasing the number of units allowed to be permitted by Firelight prior to the completion of Toquerville Parkway. 4. Discussion on recreation facilities at Chief Toquer Reservoir. 5. Discussion and possible action on Ordinance 2025.XX - Amending Title 1 of the Toquerville City Code by creating Chapters 11 and 12 establishing Purchasing and Surplus Property Poli-cies. 6. Discussion on the Annual Fraud Risk Assessment. 7. Discussion on the LaVerkin City Notice of Proposal for Creation of Critical Infrastructure Ma-terials Protection Area. 8. Discussion and possible action on waiving the Town Hall rental fee for Community Readiness Meetings through March 2026. 9. Discussion and possible action on waiving the park rental fee for the Pioneer Day event. H. CALENDAR OF EVENTS: 1. Community Readiness Meeting - Thursday, May 8 at Old Town Hall - 7:00 PM. 2. Memorial Day Commemoration Program - Saturday, May 24 at the Toquerville Cemetery - 10:00 AM. 3. Summer Community Clean-up - Saturday and Sunday, May 31 and June 1 at Center Street Park, Trail Ridge Estates Park and Westfield Park. I.
