Minutes of Panguitch City Library Board Meeting
February 13, 2025, AT 7:00 PM
The Panguitch City Library Board meeting was held at the Panguitch City Library at 25 South 200 East
Those in attendance were Tracy Wright, Verlaine Spencer, Laura Woodbury, Shannon Fawson, Julie Bishop, Jon Torgerson, Les Gripkey, Lucy Sarles, Kathy Petersen
WELCOME
Shannon Fawson called the meeting to order at 7:04pm
APPROVAL OF THE AGENDA
Tracy Wright motioned, seconded by Jon Torgerson, to approve the agenda. It passed with all in favor.
APPROVAL OF THE MINUTES
Jon Torgerson motioned, seconded by Tracy Wright, to approve the minutes from 11/4/24. It passed unanimously.
BOARD BUSINESS
Tracy Wright stated that she talked with the city attorney about some corrections on the bylaws that she will write in. Then it will go to the city council. Once it is approved by the council it will go back to the attorney to look over any changes, then it can come back to the board to update.
LIBRARIAN BUSINESS
Lucy Sarles reported that the CLEF grant got approved for $1,000 less than last year. We did not get the tech grant this year that we got last year. There was discussion on what the CLEF grant allows. It was $4,795 and Lucy has already budgeted it.
Verlaine Spencer reported that patrons wishing to use GALE must go through the library website, we cannot have an icon on the desktop because of how the system is set up.
Lucy stated that once we get the bookcases in, she will need help moving books. Shannon Fawson asked if there has been success in finding another board member. Lucy shared that someone is interested in the position but couldn't make it to the meeting tonight.
Verlaine is moving toward the summer reading program.
BOOKMOBILE
Lucy stated that the bookmobile is doing great.
UNFINISHED BUSINESS
Jon Torgerson reported that he did follow up with South Central Communications about the library firewall. UEN is the appropriate software to use so we should continue to work towards that.
Tracy stated that council member Cindy Stewart is working with the city on maintenance of all buildings. They will be doing a walk through the building. There was some discussion on the drinking fountain and other maintenance around the library.
Tracy will ask the city for an update on the outside lights.
Lucy stated a light bulb was out in the library and needs replaced.
NEW BUSINESS
Julie Bishop resigned from the secretary position.
Kathy stated that the state reading program gave them lots of books and supplies. 50 packets and about 80 books.
Tracy asked Carla to come talk about the budget, but she could not make it, so she gave a brief update of the budget. We are where we need to be, but we went over budget on miscellaneous line item, mainly with our IT guy, Glenn.
Carla will be updating the line item names so it will be easier to know what is what. There was discussion on grants and which ones we could get.
Tracy gave an update about the Summer Food Program. The Food Bank contacted her to do it again, she would need 4-5 more helpers if she were to do it again.
Shannon inquired about surrounding community members having library cards, Lucy confirmed they can have one, we just need to update the policy.
There was discussion on library card pricing.
SETTING OF THE NEXT MEETING
Thursday April 24, 2025, at 7pm
In the discussion on when members are available for meetings Shannon shared that Thursdays work best for her.

Jon moved to adjourn the meeting at 7:43
