Minutes from the Woodruff Town Board meeting held April 15, 2025 at the Town Hall at 5:00 p.m.

Mayor Sabey welcomed everyone to board meeting. The board discussed the road bid for our upcoming project to fix all of the town's roads. The bid came in a lot lower than expected so the town will be able to do more than expected such as adding in culverts. Jones and DeMille proposed adding an Alternate 1 and 2 to the bid. Alternate 1 includes using a better oil that will penetrate the roads better and Alternate 2 includes an extra chip seal and surface preparation which is the road leading down 300 South. A pre-construction meeting with the construction company is going to be set up to discuss details about this project and what can be added in. The town will put up $125,000 of their own money and then the grant money of $564,000 will be used. Jones and DeMille will help the town figure out ways to spend that money to make the roads the best we can get. The board discussed the need of adding in culverts to least four different areas of town that could be included. Monika Schulthess made a motion to approve the bid with Alternate 1 and 2 for the road project. Raymond Frandsen seconded the motion. Motion carried unanimously.
The town received $35,000 from the Rich County tourism grant. That money will be used to fix the sidewalks outside of the town hall. The roof of the town hall also needs to be repaired. The board wondered if insurance would help cover the cost of that, but from what information Allie Deru gathered is that insurance would not help with the cost of the roof. The board is going to bid out the job to use the grant money to fix the concrete outside of the town hall.
Joel Marler mentioned the idea of purchasing a soda fountain machine and ice maker to use during the 4th of July. His idea is that it would be a lot cheaper to purchase that instead of doing cans and having leftover pop to deal with. The board thought that it could be a good idea and that it should be looked into more to determine cost.
Allie Deru is going to order buckles in the next week or two. Donation letters for our celebration are also going to be sent out this week.
Joel Marler is going to reach out to Sheriff Dale Stacey to talk about getting some speed signs installed in town. He is going to question Dale to see if they have noticed a problem with speeding through town.
Monika Schulthess made a motion to approve March minutes. Joel Marler seconded the motion. Motion carried unanimously. Monika Schulthess made a motion to approve the April bills. Raymond Frandsen seconded the motion. Motion carried unanimously.
Raymond Frandsen talked to Paul Webb about getting the pavilion at the rodeo grounds cleaned up and mowing the lawn. The board is good with Allie Deru ordering a new baby swing for the park, because there is one that is ripped.
Paul Eastman was approved to build an 8' x 8' shed on his property in Woodruff during the Planning and Zoning meeting. Ryan Erickson wants to build by Darrin and Tonya Tingey's house. He wanted to build a non-traditional home but the county requires footings and a foundation to build so the town is unsure what will happen with that. Chantal Standgard has a room in her house for rent on AirBnB. It is discussed in the short term rental ordinance in Chapter 15 that a business license would be required for a short term rental. Allie Deru is going to send a letter informing her of this information. She will need to fill out a business application. The town discussed being aware of what's going on in town and bringing up anything that would need the attention of the board or planning and zoning.
Joel Marler went to the sanitation department meeting. They discussed what to do if there was a problem with a garbage truck catching on fire and Joel Marler gave them permission to dump at the rodeo grounds if needed. Monika Schulthess mentioned doing a spring town clean up and potentially get a couple more dumpsters down at the rodeo grounds. The board agreed with it. Joel Marler is going to make a sign that says no mattresses. Allie Deru is going to contact the county about getting another dumpster at the rodeo grounds for a couple weeks.
All but one person is caught up on their water bill and a five day notice will be posted at his house. Chris Schulthess is injured and on crutches so Paul Webb is going to help him get the broken water meters fixed before summer starts. Monika Schulthess has been checking on water and is going to help read meters for the month of May.
Around thirty chairs were taken from the town hall and no one on the board knows what happened to them. The board thinks that someone came in and took them. It has been reported to the sheriff. The board discussed potentially making an insurance claim to replace those chairs. There was also a discussion about changing out the back doors because they are pretty old and one is easy to get into. The board wondered if the town could use some of the grant money to replace them. Paul Webb has put a deadbolt on them now. The board thought it may be a good idea to get a camera/s installed at the town hall. Joel Marler told us he could make camera signs to post to hopefully deter anyone who tries to get in. That will determined at a future date.
The settlement with Herrera's has been written by our lawyer. They will have thirty days to pay the town the amount agreed upon.
There was a small discussion about details of the 4th of July. Allie Deru is going to contact Marny Huffaker about doing the Queen Contest and Louie Stuart is going to be over the rodeo again for us. The board agreed to get bounce houses and mechanical bull again. Joel Marler suggested making some signs to post around town to promote the celebration. There was also discussion about selling items such as shirts out of the old burger shack that is now empty. The board is going to keep thinking about what needs to stay the same or change with the concessions. We did run out of cheese and pickles and discussed ordering that from Bridget Pugmire this year. The board discussed having a rodeo meeting to discuss all of the details.
Raymond Frandsen wondered if we should place a piece of metal behind the town signs so that they are easier to see. Paul Webb priced it to be around $650. That is going to be decided at a future point.
