Box 240 Stockton, Utah 84071 Phone: (435) 882-3877 Notice is given that the Stockton Town Council will hold a regular meeting as identified below in the Town Council Chambers at the Stockton Town Hall 18 N. Johnson Street, Stockton, Utah. In compliance with the American Disabilities Act, any individual who may need special accommodations including auxiliary communicative and services during this meeting shall notify the Town Clerk at (435) 882-3877 at least 24 hours prior to the meeting. The order of Agenda Items may be changed if deemed appropriate by the Mayor or Town Council. Time limits, if any listed for Agenda items are approximate and may be accelerated or delayed. Public Comments-Emily Castagno, lives on Sheridan st, Huge problem with cats, increasingly worse over the last year, travel trailer, garden side by side park strip, all have been turned into litter boxes and ruining property. They carry diseases and are very loud at certain times. How can we control them? Consequences?? Many litters are all over town. Joe Johnston also has strays all over his home. Programs can come to property, locate/trap cats, spay or neuter them and return them, not the solution but maybe can look in to this program. They are also good mousers. Humane Society maybe? Has been issue in the past. Mayor will talk with Grantsville and Tooele. Can we stop feeding the stray cats? Steve- what shelters will take them? Usually shelters won't take them? Stressing the health concerns. Garden is covered in feces, now has to have ground tested. Tried the garlic and trying to keep cats off property. Works until sprinklers and rain comes. Antoinette- Maybe some education brought to neighbors. Rescuing animals create huge vet bills. Will try to put notice at Post Office and Facebook page. 4. Consent Agenda a. Check Register b. Sheriffs Report - 9 details, 25 citations, no high priority calls. Asking to patrol around town, not just 36. Silver ave specific. Sheriff on a personal note had stray cats taken care of by a non profit, he mentioned Purfect Pawprints Anne Marie Fuller 801-597-6019 b. Stockton Fire Dept- 16 calls for service, 2 people in school, one graduated from hazmat tech. signed agreement to house vehicles at new fire station. Appear to be a couple months when it will open?? Hopefully in new truck next month, lights are in. Emergency Management Amy- FEMA training needs to be done. What issues are not allowing to log on to complete training? Amy can leave laptop in the office. Maybe send link again. We will continue to address this. House bill 96, all communities need a program, or the city will not have assistance. We have to have plan in place. Stockton is in a very high risk as far as fires go. Annual assessments need to be made and given to insurance companies. We are ahead of bigger communities, more manageable. Let's take on our own needs. We need to pass the increase in taxes, didn't go through last year. $5 a month per household. $50-$100 a year per resident. The ask is the same as last year. Tax rate percentage may fluctuate. Another meeting in August to adjust tax rate. Mitigation and tracking is on the city. Bookkeeping is a lot. Document everything. Continue doing what we are doing. Some people have lost Home owners insurance, House bill 48 essentially keeps insurance agencies from cancelling. It is a benefit to us. Creates more work under Emergency Management. c. Planning and Zoning Report- Ordinance about containers. They have approved it, nothing changed. Working on General Plan. Adding more Mining D cor to town near the old post office. d. Mayors Report- Legislature passed a bill (state needs gravel) after May 7th Kilgore can mine more South in to town. Noise ordinance?? e. Recreation f. Roads and Grounds g. Solid Waste h. Water i. Sewer 6 2nd quarter budget review- questions on a few numbers. Steve will need to be contacted on some questions. july-june fiscal year. 7. TAXES, extend Emergency Management- discussion previous 2025 Truth in Taxation 8. Resolution 2025-05 adopt proposed tax rate discussion- Motion to approve Joe 2nd Shyla all approve 9. GIS discussion- tabled 10. SCADA-getting bids 11. General Plan Discussion-tabled 12. Wheelers property Discussion- executive session 13.
