3. Approve Minutes from March 12, meeting.

4. Smithfield Fire Department provide cooperative insurance that would cover a fire that starts on private property and goes into state property known as the CWPP program. CWPP Program Can be paid by manual work, buying. Our participation in the program would be $400. To come over to the program we wouldn't have to do much there are extra funda available through Smithfield. Benefits are if the was a fire the state would be more willing to use their resources to help with it. If we participate in this, we would need a council member over it who would work with the state to come up with a fire prevention goal for the year. For ex. Hyde Park is working on the Bonneville shoreline as a fire break and that is their participation requirement. This year they are not looking into individual contracts. Each city will have our own commitment. Some of the state watersheds could be impacted and we would be protected. Puts one more insurance policy in place for the city of Amalga. Each hour we put in we would make 33 so in one day we would 'pay' our portion. This is another Cooperator to help the fire district. We have until June 15th to decide. The money is already there to cover for this year. Dustin Hooten is the wildfire resource officer. 435-999-9924 Seth Mayberry. We need one city council member to over it. Can bring the state officers out. Will follow up with Tracy at the state level.
5. Sheriff's Report
a. Talk about Contract. Hours last year 115 this year 132
i. 98 call 70
ii. Citation 40 53 this year if we stay
iii. Have raised their starting rate to 29/hr to start to keep the staff in the valley.
iv. This year propose to $5600/year. This would be a one-year contract. Next year they will come back with a 3-year contract.
v. Arrest numbers and citation numbers are up in the valley as a whole.
6. Kristi Walker 911
a. The current 911program started in 2003 and there was no changes to price until 2012 which was a $1 increase for the radio fees. We are currently funded for 20 full-time positions currently down by 5 people. Staffing is down because of lack of competitive wages. They want to bring in new staff but don't have the funds for that. Our county population is growing, on average we are taking 20000 more calls than we did 13 years ago.
b. We are an enterprise fund. Meaning paid by agencies that don't belong to. Grant funding but cannot be used for wages.
c. Proposal to increase .30 this next year then a slow increase until 2030. For a .71 total increase.
d. This has to be approved by the city council and signed by every member of the council.
e. Located in the Logan city police department 2nd floor.
7. Jordan Hansen Amalga Days
a. 19th and 20th theme pioneer days.
b. Lee's no longer has the food wagon to do the burger we'll do them ourselves.
c. Marilyn Munk Square dance demo.

8. Privacy Policy
a. Motion to Adopt the privacy policy CAO would be Mayor and ARO would be the Clerk and commit to continue to implement the required privacy policy over time. By Dave Lee

iv. Trees need to be cut down on back side and the east end that need.
v. Will need more bark at the park
vi. Will have Howard Kunz turn on the water
vii. Schreiber's have the park a couple of times.
viii. Talk to the guy from North logan city and Smithfield for the play equipment. Will order in the new playground equipment. $1200 for the three pieces. Install is 15% we can put them together ourselves
b. Colette Dursteler,
i. I still need an assignment.
c. Mark Cowley,
i. Testing coming up put in a grant for the testing for the forever plastics
ii. Nitrates in well # 3 well below the maximum
iii. Need to start putting together the consumer confidence report. Will have it put on the website Have until July 1 to get it done.
iv. Talking with Kaycee John to be our system operator who works with Trenton. She wants the Trenton mayor and water officer to meet with Dave Wood and Mark Cowley. To look into an interlocal agreement. We may need to raise the water fee by $3 to $5 per household.
v. Concern about our system someone called anonymously. Regarding Sharon Munk's water. This has been discussed and the problem is her water usage is so low. Therefore, to clear up her water they need to replace the pipes and increase water usage.
vi. Down by the Sharp's water gets a smell to it. Fire hydrants need to be flushed a couple times a year. The mayor will open a hydrant up to flush the line.
d. Dave Lee
i. Diane Morley has a zoning clearance.
ii. Items for a Public Hearing on Wednesday, May 7, 2025, were reviewed and these 3 items were approved for the Public Hearing. The items are: A new, updated Enforcement and Penalties code recommended by the Town Attorney that would replace Chapter 6 of The Amalga TOWN Land Management and Development Code. Code Amendment of Howard Kunz that would allow Accessory Dwellings in detached Accessory Buildings affecting 3.16 of The Amalga Town Land Management and Development Code. The Code Amendment of Sid Munk's that would allow A mobile home or an accessory building improved for residential use may be approved as a conditional use in zones Residential Agricultural, Residential, and Residential-Mixed use, but strictly and only under the following conditions: Affecting Chapter 8 of The Amalga TOWN Land Management and Development Code. Motion was made to move these items on to a Public Hearing
