Integrated Water and Land Use Element for Piute County General Plan Update
ABOUT THE WATER ELEMENT
Piute County is seeking proposals from qualified consultants to assist in the development and integration of a Water Element as part of a comprehensive update to the Piute County General Plan. This update is necessary to ensure compliance with recent legislative requirements enacted by the Utah State Legislature-specifically SB 110 (2022) and SB 76 (2023). Per Utah Code 17-27a-401, all counties are required to adopt a water use and preservation element that is fully integrated into their land use planning by December 31, 2025.
This Water Element will serve as a tool to guide sustainable growth and ensure long-term water resource stewardship. It must consider the connections between land development, water supply and infrastructure, and agricultural preservation, while also reflecting meaningful public input and cross-agency coordination.
SCOPE OF WORK
1. 1. Collaborate with water providers and data managers to assess and forecast reliable water supply needs based on population trends.
2. 2. Analyze the effects of current and future development patterns on water demand and infrastructure capacity.
3. 3. Develop actionable strategies to conserve water and reduce per capita use in existing and future developments.
4. 4. Recommend internal operational modifications for Piute County to reduce inefficient water use.
5. 5. Identify agriculture protection areas, coordinate with irrigation and canal companies, and recommend protective measures for water delivery infrastructure.
6. 6. Promote water-efficient irrigation practices and align with regional conservation objectives.
7. 7. Actively consult and coordinate with public water systems, the Division of Water Resources, the Department of Agriculture and Food, and other key agencies and stakeholders.
8. Draft General Plan to include above mentioned items.
PROPOSED DELIVERABLES
- - Version 1 (Draft) of the Water Element with Planning Commission recommendations.
- - Version 2 (Public Review Draft) incorporating community feedback.
- - Version 3 (Final) Water Element integrated into the Piute County General Plan.
- - Public engagement materials: outreach plan, flyers, surveys, interviews, meeting documentation.
- - Strategy for ongoing stakeholder coordination and communication.
PROPOSAL SUBMISSION INSTRUCTIONS
Interested firms must submit a proposal that includes a detailed project approach, timeline, key personnel, qualifications, past relevant experience, and a fee proposal. Submissions should be clear, concise, and address each item in the Scope of Work and Deliverables.
Proposals must be submitted electronically in PDF format to the Piute County Clerk's Office by May 9,2025. Submissions should be emailed to kgleave@piute.utah.gov with the subject line: 'RFP - Water Element Update'. Late submissions will not be considered.
Piute County reserves the right to reject any or all proposals, to waive informalities in the proposal process, and to negotiate terms with the selected consultant.
PROJECT TIMELINE
The following timeline is subject to change at the discretion of Piute County. All proposers will be notified of any modifications:
- RFP Release Date: April 28, 2025
- Proposal Submission Deadline: May 9, 2025
- Consultant Selection and Notification: May 12, 2025
- Contract Execution: June 1, 2025
- Project Kickoff: June 15, 2025]
- Project Completion Deadline: December 15, 2025
EVALUATION CRITERIA
All proposals will be evaluated based on the following criteria and associated point values (out of 100 total points):
- - Project Approach and Understanding (25 points): Demonstrated understanding of the project goals and legislative context.
- - Relevant Experience (20 points): Experience with similar planning efforts and knowledge of Utah water law and planning requirements.
- - Team Qualifications (15 points): Expertise and roles of key personnel assigned to the project.
- - Proposed Timeline (10 points): Realistic schedule for completing the work within the required timeframe.
- - Cost Proposal (20 points): Cost-effectiveness and clarity of the proposed budget.
- - Innovation and Value (10 points): Creative approaches or tools to enhance project delivery and implementation.
