Minutes of Town Board Public Hearing and Regular Town Board Meeting
Held April 17, 2025
The following were in attendance:

The purpose of the Public Hearing was to get public comment with respect to the adoption of Ordinance 2025-01, Rural Residential Updates. This Ordinance will provide clarification of terms in the Town of Oak City Code by redefining Accessory Structure and Mobile Home, adding definitions for Detached Accessory Dwelling Unit and Manufactured Home, and adding a corner lot setback exception.
The Hearing began at 7:30 p.m. with an invocation given by Tom.
The Mayor began by asking for any public input on the Ordinance. Nancy Oveson asked the Mayor to explain exactly what the Ordinance does. He went through what was being added and or changed and why it was needed.
The Mayor pointed out that the setbacks on a corner lot are not being changed. There will be a 25 ft. set back on each side.
The Mayor adjourned the Public Hearing at 7:47 p.m.
The Regular Town Board Meeting began at 7:48 p.m. with the same parties in attendance with the addition of Jacob Nielson and his daughter Lucy.
The following agenda items were considered:
A. Adopt Agenda.
Tom moved, seconded Dave, to adopt the Agenda as written. Mayor Callister-Aye. Dave-Aye. Tom-Aye. Copeland-Absent. Jared-Aye.
B. Adopt Minutes of Town Board Regular Meeting held March 20, 2025.

Dave moved, seconded by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Absent. Copeland-Aye.
C. Community Help/Support for Roger Anderson's Museum-Bryant Anderson. Bryant explained that Roger has some interesting items at the Museum and he tries to keep it up but the building is in bad shape. Roger stated that he was hoping to find out if he were to update the Museum, would the Town support his efforts, such as providing water and power to the building.
Tom suggested Roger get a committee together and come up with a plan and then present this to the Town Council.
Roger wanted to know if the Town would allow the placement of a new building in back of the current building. Would he have enough property for setback requirements? The Council felt okay about him adding a building with the current setbacks.
The Council stated that they would be willing to support the project if it turns out to be a feasible project. They would be willing to provide water and power.
Tom wanted to make sure that there would be plans as to who would replace Roger when he is no longer able to run the museum.
Lindsey felt that possibly the new Veteran's Memorial could be connected to the Museum somehow.
Bryant and Roger will start looking at the feasibility of updating the current building and adding a new building including a wheelchair ramp and accessible bathroom. They will report back to the Council.
D. Discuss and Possibly Adopt Ordinance 2025-01, Rural Residential Updates.
Dave moved, seconded by Tom, to adopt Ordinance 2025-01. Roll Call Vote: Mayor Callister- Aye. Tom-Aye. Dave-Aye. Jared-Absent. Copeland-Aye.
E. Discuss Need for a New Backhoe-Mayor Callister. The Mayor talked to the John Deere dealer to start looking into the possibility of replacing the backhoe and the cost to do so. The current backhoe is about 30 years old. It doesn't have a lot of issues but has some and will probably be having more issues soon. It would be about $38,000 for a newer one. Tom stated that he has a Case and he would prefer the Case. Repairing the John Deere is usually difficult where Cases are easier to repair and he likes the way the Case runs better than the John Deere.
Dave pointed out that the Council needs to make sure to get a backhoe that will handle all the rock in Town.
The Mayor will continue looking into this.
F. Public Comments. Lindsey Choules stated that they are looking at putting in fencing on their property within the next 6 months and wondered if there are visibility requirements that need to be followed. The Mayor stated that there are requirements. He will send her a copy of the Code.

G. Monthly Financial Report with Quarter 3 Budget Review. The Financial Report was Read and Approved by Board Action. Angie went through the quarterly report with the Council. It is coming up to the point where the budget needs to be opened, amended, and a new budget adopted so she asked the Council to start preparing for this.
H. Departmental Reports.

Tom and Dave went to a meeting on the Millard County Gas Project.
The water outlook is looking pretty good for the irrigation Company and the Town's Water System.
Will be putting in the backflow at the Park soon.

Outages:
No outages to report.
Operations and Actions:
1. Dixie Power moved a street light pole at 100 S 200 W and reconnected the street light to a different transformer. Installed new street light at 180 E Canyon Road. Replaced a street light at 170 E 100 N. Repaired lights at 175 N Main and 160 S Main. Removed unused area light and pole from reach church parking lot.
2. 04-04-25 Pole-top fire near Chance Adams residence during stormy conditions. Insulators and conductors dropped from burned pole. Called Dixie Power to temporarily repair. They removed burned section and lowered the line hardware. Pole must be replaced in the near future. Power to 3 customers was shut off during this repair.
3. Met with Kaige Western about power service connection to new home at approx. 130 S 100 E. Later, met with Dixie Power for input on this proposed connection.
4. Tree trimming from street light service conductors along Main Street and from Primary conductors at various location around town. Ongoing.
5. On the February 2025 Utah Associated Municipal Power Systems (UAMPS) billing, Oak City had net energy deliver of 385,686 KWH. Total cost/KWH was $0.07625. The total bill was $21,783.82. Purchase price was above required operating margin, so a Power Cost Adjustment of $0.00625 was ordered for the March billing.

Dave went through a few of the issues that were discussed at the UAMPS Municipal Toolkit meeting.

Copeland had reported to the Mayor that he is in the process of purchasing chairs for the Town Hall and replacing some roof shingles.
Jared Rawlinson.
Not in attendance and had left no report.
I. Miscellaneous.
Shim Callister.
The Mayor will talk to Lane Nielson and the tree trimming people, about Lane's tree. The tree trimmer was trying to remove a limb from the tree but it looks like the entire tree needs to come down.
Ben told the Mayor that there are a couple of roads in town that have culverts that are rotting out. The Mayor and Jared will look at these.
Camrie Anderson will be the Town's summer youth help again this year.
Need to put out a memo about the landfill dumpster as it is being filled to the point that it doesn't shut. The Mayor will put out a notice requesting residents to be more responsible as far as how much they dump and where they dump. Will have Camrie go down and paint over the graffiti at the dump.
There have been a lot of upgrades at the Well and the Well building.
