Minutes of Regular Town Board Meeting Held March 20, 2025 The meeting was held at the Oak City Town Hall beginning at 7:30 p.m. in the Conference Room. The following were in attendance: TOWN OFFICIALS Mayor Shim Callister Council Member Dave Steele Council Member Tom Nielson Council Member Copeland Anderson Council Member Jared Rawlinson Town Clerk Karen K. Lovell OTHERS Evelyn Warnick The following agenda items were considered: A. Invocation. The invocation was given by Shim. B. Adopt Agenda. Dave moved, seconded by Copeland, to adopt the Agenda as written. Mayor Callister-Aye. Dave-Aye. Copeland-Aye. Tom-Aye. Jared-Absent. C. Adopt Minutes of Town Board Regular Meeting held February 20, 2025. Copeland moved, second by Tom, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Copeland-Aye. Tom-Aye. Jared-Absent. D. Representative Celeste Maloy Outreach to Elected Officials-Evelyn Warnick. Evelyn passed out a Congresswoman Celeste Maloy information sheet. Evelyn pointed out that she can help the Town, in her position as an outreach representative to Celeste, on issues with Social Security, the IRS, and passports among other things. She is doing this for 3 counties besides Millard County. Tom felt like a federal issue would be the ground below town that used to be BLM land, got traded, and now is up for sale. The grazers used to be able to use this property and now it is not available for grazing and the same with property over in Nephi. Evelyn pointed out that there will, most likely, be data centers there which, according to Evelyn, could be good for Utah and the schools. They are not planning to use much water. This is SITLA land. The County used to get about $1.39 an acre from BLM property. SITLA could help with getting more money for this property. Eveyln is willing to work on projects, especially federal issues, but can help with BLM issues also. She encouraged the Council Members to get a hold of her if there is something that she can help with. E. Discuss Parks and Recreation Grant Application for a New Sports Court-Mayor Callister. Copeland and Shim have been in communication with Jess Peterson, R6, on the Grant Application. Shim worked on the application extensively and it has now been turned in. Should find out in April if the Town receives the Grant. For the redo of the court and two pickleball courts it would be about $180,000 and the Town would be responsible for $30,000. The pickleball ladies have $21,000 and the Town has some left in the budget for the rest. The pickleball court people think they could get it in by Oak City Days. Dutsons would do the cement. F. Discuss Town Hall Use for Community Benefit-Mayor Callister. There is a weekly sewing class at the Hall at no cost and an ongoing weekly wrestling class. Angie Dewsnup, Oak City Town Recorder, has been approached about music recitals every once in a while. Dave read the Town Policy and it states that fees can be negotiated or waived at the Town's discretion. Dave suggested possibly adding a sentence that states the user needs to leave the building in good order. The Council would like to see the building used. The Mayor will see what Angie Dewsnup, Town Recorder, has as far as what is expected of those using the Hall. The Council could consider these rules and see if they feel anything further needs to be considered at the April Town Board Meeting. Jared arrived at 6:48 p.m. G. Discuss One Edit to Ordinance 2025-01, Rural Residential Updates-Mayor Callister. Shim stated that one question that the Planning and Zoning Commission keeps having to address is corner lots. Corner lots are not well addressed in the Code as far as setback requirements. The Mayor gave a quick presentation on corner lots and what some other communities are doing. Meadow's plan was closest to Oak City Town's. He went through a couple of the different communities' Codes. Dave suggested having drawings, included in the Code, showing examples of what is being required. The Planning and Zoning will need to be working on this as the Town doesn't have anything spelled out in the Code. The Mayor suggested an edit in the current Code and the Council agreed with the edit he suggested. Will have the Planning and Zoning continue looking at this but the edit the Mayor suggested will be placed in the Code as soon as possible. The Mayor showed the Code, as it had been changed, with last month's edits. H. Public Comments. There was no public comment. I. Monthly Financial Report. The Financial Report was Read and Approved by Board Action. The Mayor talked to the top account holder about a month ago and again today. She is going to come set up a payment schedule. There was two of them that weren't on the list last month. There is one that is paying only the regular monthly billing even though they should be paying for their power upgrade. The Mayor talked to them and they didn't realize they needed to pay for any upgrade but Dave said he told them twice about the upgrade costs. Shim will have Courtney Finlinson, Oak City Town Treasurer, send them a new invoice. Dave stated that the Town paid the cost of moving a pole and adding a pole but the owner needed to pay the cost of putting the power from the pole to their home. No one has had problems with power there until they moved in. It might be because they have an electric car. Number 12 has been coming in complaining about late fees. Courtney is handling this. J. Departmental Reports. Jared Rawlinson. Still need to contact the guy, out of Richfield, on chip sealing. Precision Concrete is coming to look at the sidewalk by the Church and the sidewalk by Crandall Nielson. Ben Nielson, Oak City Town Public Works Specialist, might need some work done at the tank yard. Copeland Anderson. There are 210 chairs in the basement of the Hall. He would like to just replace all of them at once if possible. Angie is checking to see if the Town has the $5,700.00 needed to replace all the chairs. Tom Nielson. Talked to Ben about the samples on the aquifer recharge system. They came back border line so he is taking more samples over on Monday. He pulled Evan Finlinson's meter and it seems to be fine. The springs have increased their output 100 gallons per minutes in the last week. Mr. Wardle, the biologist, had come and found four deer in the pond. He says his department would come in and do early removal of deer from people's yards if desired. Early removal would make it so the deer haven't had their fawns yet. They would be willing to do this with permission from home/land owners. The bill for the well house piping was $14,000 and there is still some work to do but it will end up being much cheaper than the original bid. Dave Steele. Outages. There were no outages to report. Operations and Actions: Met with Dixie Power to discuss two new street light locations and schedule maintenance on two others. Executed Utah Associated Municipal Power Systems (UAMPS) forward power purchase agreement for 2025-2029. This locks in firm pricing for peak energy purchases in specific months of each year. Temporarily opened cutout fuse at 61 South 200 West (Greg Chappell) to allow change-out of the service panel. New panel was inspected by the Millard County Building Inspector prior to re-closing the fuse. On the January 2025 UAMPS billing, Oak City had net energy delivery of 370,656 KWH. Total cost/KWH was $0.07193. The total bill was $26,663.07. Purchase price was above required operating margin, so a Power Cost Adjustment of $0.00193 was ordered for the February billing. Meeting Attended: 02/27 Weekly Thursday UAMPS State Legislative briefing-Zoom Call. 03/04 Intermountain Power Association (IPA) Board of Directors and coordinating Committee Meeting-Zoom Call. 03/06 Weekly Thursday UAMPS State Legislative briefing-Zoom Call. 03/11 IPA Board of Directors Meeting-Zoom Call. 03/19 UAMPS Project Committee Meeting-Zoom Call. Planning on having a street light by Teicherts' new home as there is a bus stop there. The Council Members might have got info on a dinner being held in Holden to discuss plans for the Millard County natural gas project. All Council Members are invited. Rocky Mountain Power is doing wildfire webinars on April 30th. Dave is planning to attend. Dave has to send in a confirmation that the Town is interested in 150 KW of the Freemont Solar Project being investigated. He will send in the Town's interest letter. K. Miscellaneous. Shim Callister. The Mayor will be talk to Ron Sumsion about getting the wash property. Ron Sumsions' field power meter can be pulled but not reinstalled. The Town is doing a trade with him to get property for the future substation expansion. Will get everything transferred. L. Adjournment.
