Cannonville Town Council Meeting Minutes APRIL 2025 Cannonvillle town held their regular Monthly Board Meeting Wednesday, April 16, 2025, in the town Hall. The meeting began at 7:00pm. Public in Attendance: Shantel Manning, Mark Nelson, Pete Jensen, Cherie Scoffield, Ramona Morreale, Elaine Baldwin, and Anita Fletcher Board Members: Stewart Ivie, Melanie Ott, & Alma Fletcher, John Morreale, Mayor Bill Scoffield Pledge: Machele Nelson Prayer: Stewart Ivie Reading and Approval of Agenda: The agenda was read and adopted. Motion by Stewart Ivie, 2nd by Alma Fletcher, all were in favor. Reading and Approval of minutes: February 19, 2025, town council minutes were reviewed and approved, Motion to approve was by Stewart Ivie, 2nd by John Morreale, all were in favor. Mayor's Items -Budget worksheets will be forthcoming -Three council seats and the mayor will be open for the 2025 election. The county election planning a meeting will be the 24th of April at noon at Ruby's Inn to review the process. -The town's Emergency Operating Procedures (EOP) are being updated. The Mayor outlined some of the changes, including meeting areas and phone lists. -No word yet on the town's latest annexation request. - After some discussion about the fundraising details, a motion by Stewart Ivie to support the community activities of Mule Days $500 and Tropic Fire ATV rally, $200 was proposed, 2nd by Alma Fletcher, all were in favor. Departmental Reports: Planning: Pete Jensen, chairperson of the Planning Commission, indicated the committee is still working on some final details of the Zoning Ordinance Public: No Sheriff's Report tonight. Jeremy Brislin, no report, was called out on a structure fire in Escalante. Time was then given to Ms. Elaine Baldwin Garfield County Chair of America250 designed to highlight the opportunities for service and events commemorating the 250-year anniversary of the signing of the Declaration of Independence. Communities are charged to be creative with banners, programs, speakers, and town activities that will bring this county wide activity into focus during 2026. There are monies available through application, but she encouraged everybody to get involved. She asked for Cannonville volunteers. A celebratory themed Quilt Contest has been launched ending January 1st, 2026, to kick off the year in style. Another suggestion is that the citizenry walk 250 miles during the year. Water: Alma reported he'd been thinking about Promise Rock project water and feels like theirs is a 'good amount' available. He indicated a person and submitted a bid for SCADA controls for the well. This would automate several aspects of daily well life. Alma worked Sunday to make repairs on some chlorine ejectors. Fire: Earth Day cleanup will be April 26th, including the firehouse will be held beginning at 9-12:30pm. A second dumpster will be ordered Roads: John plans to schedule the May pothole repairs with the county. Parks: A proposal from John Bell was reviewed to rework and upgrade the kitchen and restrooms. The initial reaction was the costs were too high, and it didn't go to vote needing continued review. Misc: Some additional comments about the Promise Rock town Hall meeting ensued. Shantel Manning indicated the petitions and surveys have been submitted to the legislators and that Autumn, head of the Paiute Nation, had been contacted. (435) 704-4054 about everything that's happening with Promised Rock. Additional discussion suggested that an email be sent to Derek Klein, the Project Coordinator, asking for additional information and status. A motion to send the letter was offered up by Pete Jensen, 2nd by John Morreale, approved. (Subsequently, the Mayor sent the email Thursday April 17th, 2025). Adjourned: 8:19pm; next meeting May 21st, motion to adjourn by Melanie Ott, 2nd by Stewart Ivie; approved.
