Planning and Zoning Minutes
March 3, 2025, at 5:00 pm
The Panguitch Planning and Zoning meeting was held at the Panguitch City Office at 25 S 200 E. Those in attendance were City Manager Mat Houston, City Recorder Tyrissa Howell, Committee Chair Chad Veater, and committee members Garrett Wolfley, Clint Albrecht, Clarence Herron, and Tracy Wright.
Others in attendance were Brittney Feller, Meagan Torgerson, Jacob Savage, Scott Grud, Mary Beckwith, Steven Fowles, Kaycee Fowles and Mike Sarles.
Adoption of the Agenda
Garret Wolfley moved, seconded by Tracy Wright to adopt the agenda. The motion passed with all in favor.
Approval of the Minutes
Tracy Wright moved, seconded by Clarence Herron to approve the minutes. The motion passed with all in favor.
Public Hearing - Simple lot Subdivision - Kaibab Industries
Garrett Wolfley moves, seconded by Tracy Wright to enter a Public Hearing at 5:04 PM. The motion passed with all in favor.
Jacob Savage from Sunrise Engineer stated that Kaibab will split the parcel into two separate parcels. They have completed all the required steps.
Scott Grud asked whether 100 West would be affected. The response was that access would be on 200 West. The second parcel will have road access on an industrial road.
Clint Albrecht moved, seconded by Tracy Wright to exit the Public Hearing at 5:15 PM. The motion passed with all in favor.
Tracy Wright moved, seconded by Clarence Herron to approve the Kaibab Simple Lot Subdivision.
Signage - Elementary School Marquee
Brittney Feller, the PTO President, said the PTO has raised money for a Marquee at the Elementary School. The planned sign is 16 feet tall, with a 5.6x6.7 LED screen and an eagle on top. The sign meets the code for signage in a commercial zone, but the elementary school is in a residential zone. In residential zones short-term rentals and home occupations are permitted a 3x5 sign.
Tracy Wright mentioned that she spoke with neighbors regarding the proposed sign, and they were agreeable to it, appreciating the idea that the lights would turn off at night.
Clint Albrecht moved, seconded by Tracy Wright to table the signage with a recommendation to the City Council to look at the current signage ordinance and direct the planning and zoning on what they would like to see.

Clint Albrecht moved to adjourn at 5:35 pm.
