Planning Commission Minutes February 13, 2025 Planning Commission Present: Linda Simmons Tyler Nielson Regan Richmond (absent) Will McFarland Paul Murdock City Planner Present: City Manager: City Council Representative: Bret Hosler Kellen Nielson Minutes: Nicole Holliday Linda welcomed everyone to the meeting. She asked if anyone had questions or changes for the January minutes. Paul made a motion to approve the minutes. Tyler seconded the motion, it passed unanimously. Will McFarland is new to the commission. He introduced himself and told us his background. Bret stated that in the past we have discussed the option of having some smaller lots in the pioneer estates. Bret had a map drawn out with some different size options. Bret went over some of the different options and sizes. If the land owner were to make a small lane down the whole lot, the land owner would be responsible for maintaining that road. They talked about the building size allowed in the different sizes of lots. It would include the garage and it would allow for two stories and a basement if wanted. They talked about the size of the yard, and parking and the fact that homes on these lots would be close together. Bret wants to discuss this further and get the city engineer involved and make sure that we have a clear direction on how they want this to go. They talked about making a duplex on two lots that share a wall. They talked about some of the different lots in town and their size. They talked about some flag pole lots. They talked about the state law as far as lane width and distance before you need a cul-de-sac, for safety purposes. There was a question of if they would have to do an HOA situation, Bret said that some rules and regulations would be spelled out in the deed. They talked about different ways to do the little lanes, paving it, or making one road on two sections of lots to allow for more building space. They also talked about changing the city standard for streets and curbs and gutters. Paul made a motion to continue looking into and investigating this topic. Tyler seconded the motion. The motion passed. Ben stated that we got a grant to do a downtown study. We received 6 proposals and the commission gets to evaluate and grade them. Because it's a grant, we have to do things in a certain way. The commission had a grading sheet for each proposal. They said the budget was around $25k but they gave us more than expected so we could fudge the budget and go up to $40k. Ben went over some things to consider when grading the proposals. Ben went over the 6 companies' proposals and explained what they have to offer and what their bids were and what their time frames are for their plans. The commission took some time to grade each company and then they turned their sheets in to Ben for him to tally the totals. The commission discussed the information that was sent to them via email about the current permitted uses in the R-2 zone. Bret has given his thoughts on the deep lot subdivisions, and he would like the commission's ideas, suggestions and opinions on what they want to see happen in the R-2 zone. They like the direction that things are going. They understand the need for affordable housing, they want it to be nice as well as affordable. They want to continue to discuss this topic. Discussion on RV or camp trailers being used as long term housing in R-1 and R-2 zones. Bret stated that when the camp park was shut down, some trailers have popped up in yards and driveways and there have also been some campers that have been used as short term rentals. The city shut down the rentals and they also tried talking to the few people that are living in campers long term. Bret talked about what is allowed in certain zones. They talked about the discussion that happened in the city council meeting concerning campers and them being lived in long term. There was a family that came to the city council meeting and pleaded their case. We talked about some of the things that were discussed in the city council meeting. The council wanted the planning commission to help discuss this issue and come up with some ideas and suggestions. Bret talked about the cost of getting the resources and proper connections to put in a camp trailer or single wide. They discussed current city ordinances and any possible changes that could be made to accommodate people. But there are as many different scenarios as there are people. They questioned who would enforce codes and ordinances. The commission agreed to continue to discuss this. Tyler made a motion to adjourn. Paul seconded it. The meeting adjourned.
