TOWN COUNCIL MEETING MARCH 6, 2025 MINUTES 7:00 pm PRESENT: Steve Healey, Peggy Smith, Vic Middelton, Bodee & Morgan Wells, Leah & Vivianne Knighton, Brad Duffin, Troy Campbell, Zac Kearney, Doug Nowell, Gene Gestring, Jared Campbell, Haley Obray, Nikole Campbell, Tyler Timmons, Kelly Crane, Wyatt Payne. PRAYER: Troy Campbell PLEDGE OF ALLEGIANCE MINUTES: Doug motioned to approve minutes as read, Zac seconded the motion. All were in favor. MAYOR UPDATES *Troy motioned to donate $500.00 from the town to the mosquito abatement for this year. Doug 2nd the motion. All were in favor. BUDGET *The mayor brought it to the attention of the council that the town needs to appropriate funds for donations for the next budget year. People ask for donations, but to do it correctly funds need to already be set aside. ROAD *Because of the weather, Steve did fill in some of the holes on the Barsons road until something more permanent can be decided on. Kelly from Ensign said 6 inches of road base and a cap of 3 inches would make a solid road. He estimated $30,000.00. WATER: *Wyatt and Kelly updated us on the Water master plan. They are about 35 pages into the report. They have done a lot of analyzing on the existing structure and plan and analyzed our projected growth. It's looking good. The area of concern, though not immediate, is the water source. The town meets concerns currently and future demands, but with the springs decreasing over the last few years, the state would like to see dependency on more than one well. Especially if it were to go out of commission. Alternatives to fix this: A. To do nothing B. Increase water capacities, (spring development) C. Find out where the 28% of our water losses are going. Install a few meters throughout the system where there is no back feeding or no loops. D. Drill some Test wells (To determine future well use) Ensign feels that there is an abundant amount of water that is being lost and it needs to be found. Doug's concern was that there is no 3 phase power near any of the places that are being looked at to drill the test wells. It would be a big cost for the town. *The mayor sent an email to the property owners who are interested in buying property to the south of the Barsons. The Wells' and the Knighton's would like to be annexed into the town so they can purchase Joseph water. Bret Walker who has already drilled a well does not want to be annexed. The Wells wondered how many shares of water they needed to turn over for town water. Kelly with Ensign said it is one acre foot of underground water per connection. They also wondered if they could move forward with the annexation even though Mr. Walker does not want to be annexed. The mayor said that our town provides the services of roads and water and Mr. Walker would be using the road in front of his house. So he felt like it would only be fair that he be annexed in to help pay for the service. Mr Wells asked who would be paying for the water and roads. The 'improvement to the system' is the developers responsibility, then the town takes over the upkeep. The mayor stated that because several people have approached the town about wanting a water meter outside of town limits, and because of the concern of how many hook-ups the town can handle without putting the towns people at risk for loss of water, and trainings from the state, the PC and the town Council are not interested in extending water outside of the town boundaries. The town does have interest in annexation of these lots. *The clay valve has been replaced in the Chlorinator building. It is working. PLANNING COMMISSION *No planning meeting this last month, but did receive training at the 6 county building. May 6th will be the next big meeting done by 6 counties. Doug was concerned about the water being turned over for town water. What are the ratios? How much will it cost to turn it from surface to underground water? Tyler Timmons said the ration is 3 surface shares to 1 underground water, depending on the year. Kelly said in the annexation ordinance it is stated the water has to be transferred first before being turned over. EVENTS *Rachel White was wanting to use the community center to house a ping pong table to use for monthly youth get togethers. The council did not see an issue with using the building but did not know if the table could be used in the building. There is no way to protect it. The mayor said he will talk to her. *What is it that the town council wants to continue to fund and have for the 4th of July? The mayor feels that the fireworks are an expectation and should continue. He also feels that the councilman dinner should continue. It is a good way to raise some money to help with the fireworks. He feels that it isn't too much to ask to have a councilman dinner, fireworks, and some entertainment. The council agreed and said they would support. If anyone wants to do anything more, it will be their responsibility. Doug motioned to adjourn the meeting Troy 2nd the meeting. All were in favor.
