Cleveland Town Council Meeting Pending Minutes March 13, 2025 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, March 13, 2025 at 7:00 pm. In attendance were: Whitney Guymon, Kristen Vose, Mayor Shawna Horrocks, and Danae' Jensen. Chance Thompson was absent. Treasurer Heather Holt was present. Public Attendance: Cleveland Cleanup Crew Members, and Lowell Gardner. Called to order at 7:02 pm. Pledge led by Mayor Horrocks. Minutes: Danae' Jensen made a motion to approve the February minutes. Seconded by Whitney Guymon. All were in favor, motion passed. Public Comments/Questions: Jason Merrell said thank you for what you do. Item #1 Update on Sand Wash Capacity Restoration Project by NRCS and UDAF. Lowell Gardner presented updates on the Sand Wash project. There are multiple partners to help with funding or manpower. If accepted, they will work on applications with land owners and start next year. Questions were answered after the presentation by Mr. Gardner. Item#2 Cleveland Cleanup Crew. Darcey Powell, spokesperson for Cleveland Cleanup Crew, read a list of concerns, questions, and suggestions that they have. Item 1: concern about weeds and when will they be sprayed? Mayor Horrocks replied that a staff meeting was being set up to address this. Item 2: flowers for planters. You only need three petunias in the pots, and they need to be planted before Memorial weekend. Do you have a person to water them? Reply, not until May. Item 3: want two cleanup days before Memorial weekend. Council set date of April 11 @ 1 pm and May 3 @ 8 am. Want the town to make a phone tree to tell everyone to come clean. Want town to do a BBQ or pot luck on May 3 for workers. Item 4: want to continue and expand the Adopt A Spot to help clean whole town. Item 5: what can be done about people who don't clean their property full of junk and weeds? Reply: nothing. Item 6: what can be done about the cemetery dumpsters with garbage blowing everywhere? Reply: We can remove them. Rebuttal: No, we do not want them removed, we will do Adopt a Spot. Item #3 Discuss/Approve who to buy flowers baskets from and how many planters to fill. Gasser Gardens from Clawson emailed prices of $45 for 18' pots and 47.50 for 21' pots. United Lawn & Landscaping quoted $35 for 18' pots, also had tidal wave petunias. A motion to use United Lawn & Landscape for flower baskets was made by Danae' Jensen and seconded by Kristen Vose. Roll Call vote: Danae' Jensen-yes, Mayor Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed. Item #4 Approve Fire Department to use Recruitment and Retention money from Emery County Fire District to reimburse firefighters for training time and fuel. Assistant Chief explained that the Emery Fire District gave the town's $10,000 from mineral lease money. Fire Chief would like to start using the money for retaining fire fighters with giving them money for training. Council recommends fuel reimbursement by state mileage. Motion made by Whitney Guymon to allow fire department to use Recruitment and Retention money for firefighters. Second by Danae' Jensen. Roll Call Vote: Danae Jensen-yes, Mayor Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed. Item #5 Approve Cemetery Policy Changes. The clerk read the changes requested by Kristen Vose about adding extra time for fresh grave flowers along with a removal of the statement of gaining planting permission from council and groundskeeper. Motion made by Danae' Jensen to approve changes to Cemetery Policy for removal of flowers from fresh graves and no planting allowed at cemetery. Second by Whitney Guymon. All in favor, motion passed. Item #6 approve job description for As Needed Assistant Part-Time Maintenance. Item not ready, tabled. Item #7 Heather Holt is requesting budget items for 2026. Treasurer, Heather Holt, asked the council to let her know what projects they want to do for next year's budget. Some project's suggested were re-shingle park pavilion, O'Ville items, pickle ball court, and flashing speed limit signs. Item #8 Approve bills and Town financials for payment. Danae' Jensen made a motion to pay the bills and city financials. Second by Kristen Vose. Roll Call Vote: Danae' Jensen-yes, Mayor Shawna Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed. Item #9: Council Reports. Chance Thompson: (LEPC): not in attendance Danae' Jensen: (REC): Rec is redoing bathrooms in Castle Dale COVID money. They were hoping to give money to towns from another grant. Bleachers were picked up and delivered. Shawna Horrocks: (CVSSD, EMS): EMS: had BBQ for EMT's and family next week. CVSSD has a new policy for checking fire hydrants by fire department, want them to be done during the day and have a CVSSD person with them. CIB grant application coming up. Kristen Vose (PZ): did not attend Planning and Zoning. Clerk explained that PZ reviewed information with Seth and Melissa Huntington on their business project. Whitney Guymon (YC): texting Melissa about getting Youth Council involved with town cleanup and Easter. Have started with buying Easter items. Working on shirt fundraiser. Getting flyer ready. Need bounce house info so can get them reserved. Would like more than one bouncer. Nancy Livingston stated Commissioner Jensen told her that the county commission had $30,000 for each town for play grounds. Item #10 Adjourn Meeting Danae' Jensen made a motion to adjourn the meeting. Second by Whitney Guymon. All were in favor, meeting adjourned. Nancy Livingston, Clerk
