Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Olsen 3. Statements of Belief/Opening Prayer - Councilman Williams B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from March 19, 2025, City Council Meeting. 2. Review and possible approval of meeting minutes from March 25, 2025, Special City Council Meeting. D. CITY DEPARTMENT REPORTS: 1. Ash Creek Special Services District Representative 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Planning Commission Chair - Valerie Preslar 4. Assistant City Manager - Darrin LeFevre 5. City Manager - Ben Billingsley E. Discussion and possible action on Resolution 2025.XX - Adopting the Toquerville City Water Conservation Plan. 2. Discussion on PID debt proceed funds to satisfy performance bond. 3. Discussion and possible action FY25-26 Capital Facilities Plan Project List. 4. Discussion and possible action on Zions Public Finance Municipal Adviser Agreement. 5. Open and Public Meetings Act Training. H. CALENDAR OF EVENTS: 1. Easter Egg Hunt - Saturday, April 12 at Center Street Park - 10:00 AM. 2. Arbor Day - Plant a Tree/Pick up the Park Event - Friday, April 25 at Center Street Park - 12:00 PM. I. CLOSED SESSION: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). J.
