Notice is hereby given that the Central Wasatch Council Stakeholders Council will hold a meeting on Wednesday, April 16, 2025, beginning at approximately 3:30 P.M. You may attend the meeting at the anchor location: Millcreek City Hall located at 1330 E. Chambers Avenue, Millcreek, UT 84106, or virtually by registering at the below link. Please note that after registering, you will receive an email containing a meeting access link. https://us06web.zoom.us/webinar/register/WN___S3z0XOTeywqExTiI9_7A Please take notice that a quorum the Board of Commissioners (the 'Board') of the Central Wasatch Commission (the 'CWC') may attend the meeting of the Stakeholders Council scheduled for Wednesday, April 16, 2025; beginning at 3:30 P.M. The agenda for that meeting of the Stakeholders Council is accessible here: Utah Public Notice Website, the anchor location, The Salt Lake Tribune, and Deseret News. Civility and decorum should be applied in all discussion and debate. Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Public officials and the public are encouraged to refrain from making belligerent, personal, impertinent, slanderous, threatening, abusive, or disparaging comments. 3:30 P.M. Opening 1. Chair John Knoblock will open the public meeting as Chair of the Stakeholders Council of the Central Wasatch Commission. 2. Chair Knoblock will call for a motion to approve the minutes of the February 26, 2025 Stakeholders Council meeting. 3:35 P.M. February Meeting Recap 1. Chair John Knoblock and Co-Chair Tom Diegel will give a recap of the February Stakeholders Council meeting. 3:40 P.M. Mountain Accord Land Acquisition Program Presentation 1. Staff will discuss the Mountain Accord directive to create a land acquisition program. 2. Land conservancies that operate within the CWC's study area will each give a 10-minute presentation on their respective organizations: April 16, 2025 Central Wasatch Commission Stakeholders Council Meeting Agenda Page | 2 a. Patrick Nelson, Salt Lake City Public Utilities b. Cheryl Fox, Summit Lands Conservancy c. Wendy Fisher, Utah Open Lands d. Open Q&A 3. Open discussion. 4:45 P.M. Forest Service Discussion 1. The Council will discuss potential support to the Forest Service amid recent cuts. 5:05 P.M. Central Wasatch 'Baseline Study' Discussion 1. Chair Knoblock will discuss System Committees' progress on a 'Baseline Study' data gathering effort to document current visitor use data in the Canyons. 5:15 P.M. Committee Membership 1. Stakeholders may request to join System Committees: a. Millcreek Canyon Committee b. Environment System Committee c. Transportation System Committee d. Recreation System Committee e. Economy System Committee 5:20 P.M. Staff Announcements 1. Stakeholders Council, Youth Council, and Cottonwood Canyons Foundation Volunteer Day. 2. CWC staffing update. 3. CWC staff are working with the developers of the Central Wasatch Dashboard to implement changes that were discussed during the February Storyboarding Workshop. Small changes are underway, and larger changes (e.g. the creation of a landing page map, additional data, etc.) are being scoped by the developers and will then be considered by the Board. 4. The CWC submitted a public Comment on UDOT's Big Cottonwood Canyon Environmental Study as a participating agency in December. You may read the CWC's comment at cwc.utah.gov. 5. The CWC received a $100,000 appropriation from the Utah State Legislature for the 2025/2026 fiscal year. 6. Staff are drafting the tentative 2025/2026 fiscal year budget with the CWC Treasurer that the Commission will consider during the May 5th Board meeting. 7. Short-Term Project proposals have been evaluated, and funding will be confirmed at the May 5, 2025 Board meeting. 8. The Board will consider contracting with Fehr and Peers to update the Millcreek Shuttle Feasibility Plan at their May 5, 2025 meeting. Pending approval, work could begin in May. 9. Youth Council announcements. 10. The Stakeholders Council Retreat will be on June 4, 2025 at Mill Hollow Park. 5:25 P.M. Stakeholders Open Comment 5:30 P.M. Closing 1.
