Welcome - Ms. Mulia welcomed everyone; the meeting was called to order at 11:32am. 2. Welcome new board members- Ms. Mulia welcomed the new board members: Jim Cooper, Carrier Mercer, Brian Van Ausdal, Sharah Meservy, Janell Payne, Jana Thomas and Christine Angulo. Each member introduced themselves. 3. Review of Public Comments - No public comments. 4. Action Item: Approve of Jan. 23,2025 meeting minutes. Mr. Riches moved the request to approve the minutes. Mr. Fang moved to second. Unanimously approved 5. Action Item: Nominate and Approve Arts & Culture Advisory Board Leadership Mr. Goetz told the Board he is resigning; he is taking a position with Arts & Culture. Mr. Fang self-nominated for the Vice-Chair position. No other nominations were taken. Mr. Riches moved the request to approve Mr. Fang as the Vice-Chair of Arts & Culture Advisory Board. Mr. Goetz moved to second. Unanimously approved 6. Westside CultureFest Artist Applications and Selection Committees- Ms. Niedfeldt explained where we are with this year's Westside CultureFest. This is our 3rd year, and we are now taking public calls. Ms. Niedfeldt showed a video that was made for a NEA grant that we're applying for to help with the financial support of the festival. This is a 2-day festival, and the intention is to create a spotlight and platform for the west side arts and communities and the culture we have there. We're also trying to put a focus on new and innovative interpretations and expressions, specifically of traditional art forms. The Arts Alliance had to withdraw from the partnership with us this year because of some organizational growth they are going through. We are taking on the mantle completely this year and working on really identifying areas to improve and grow the festival - take it to the next level. Our focus is on the artists and community outreach, to make sure that our artist call encompasses a wide range of all areas of the community, especially those areas we are not reaching. The artist call is open right now and will close April 11, 2025. If you know of any artists or organizations that might have a good reach, please give them this information. The festival will be held on August 15 & 16 this year. So far, the application update is as follows: 30 submissions, 13% completed in Spanish, 11 registrations for application workshop, over 500 outreach emails sent, 27 community partner organizations identified, and 58 shares on Instagram. We also need jurists; we will have 2 panels this year. One panel for the art market and another panel for the performing artists. Jurists don't have to be professional artists themselves; they can be community members who are just from the west side and enjoy art! The jurists vote on everything and then we take the tally of their votes, and we use that to select the acts for the festival. A discussion ensued, with a question-and-answer period. 7. ZAP Local Arts Agency Initiative Initial Proposal - Ms. Ellis gave a slide presentation to the Board on the ZAP local arts agency initiative initial proposal. Ms. Ellis gave an overview of the program; the goal is to provide some capacity building support to our grantee community through training and providing connections for the Local Arts Agencies. A Local Arts Agency is an organization for a defined geographic area that supports and advances arts & culture in service to the community and it is officially designated by a municipality. Examples: Sandy Arts Guild, Holladay Arts, Friends of Herriman. Goals of Local Arts Agency Program (LAAs). See our LAAs thrive and build trusted relationships in the LAA community accomplished through increased collaboration and coordination amongst County arts council. Support the organizational, programmatic, financial, and operational needs of the LAA community. Increase or strengthen LAA community participation, diversification, reach, engagement, and/or impact. The budget initiative is for a 5-year, 1-time use of ZAP Tier II reserve fund balance to increase the 2026 budgeted amount for the Tier II grant award funding to be allocated to the discipline of LAAs. This request is part of the ZAP Tier II reserve fund balance spend down plan and will utilize $250K for the next 5-years, $50K each year. ZAP is well positioned to implement this program for the 2026 cycle as the County will be adopting a new grants management software and creating a specific grant category will be easy to implement. This is Not a request for new funds, this is a request to allocate those funds to this supplementary grant program. This supplementary funding opportunity is available to LAAs within SL County seeking additional support for special projects of initiatives that will strengthen the LAA's accessible arts participation. Eligibility requirements: Municipality's designated local arts agency, a current Tier II grantee. Grant awards of $5K- $15K, 5 to 10 grants awarded each year. Matching requirement: one-to-one matching requirement, funds can be met through a combination of sources: cash, earned income, donations, other grant funding, etc. Match can't be met through any County funding source. Ms. Ellis went over the application details, review criteria and possible projects. She advised the Borad why LAAs where chosen. After the presentation it was opened up for discussion, with a question-and-answer period. 8. 2024 Budget and Activity Overview The Initial 2024 Financial and Activity Reports were emailed to the Board prior to this meeting. Mr. Castillo advised we are closing out 2024 and did a recap of the numbers. These numbers are tracked throughout the year and are brought to the Board because we ask for your approval for specific recommendations that will then go on to the County Council for approval. Ms. Dibble explained and broke down the numbers for the Board on the Financial report that were emailed to the Board. Mr. Castillo explained the charts showing utilization of our venues and advised we are at full capacity at 60% - 70%, and the challenges that are faced if capacity is over 70%. He also went over ticket sales; the bottom line is we are having more events and more ticket sales. After the presentation, questions were presented and answered. 9. Director Updates a. Larry H. & Gail Miller Family Arts Center Updates Mr. Castillo advised that we are making progress with the design of the building, gave examples of different spaces and their sizes, said we are getting closer to finalizing the design. Groundbreaking is scheduled for the end of this year or beginning of next year. b. Downtown Sports, Entertainment, Culture & Convention District Updates Mr. Castillo advised there are no major updates. Utah Legislature did provide some funding sources, and Abravanel Hall will be staying where it is. 10. Upcoming Important Dates - Mr. Castillo went over the date listed below. a. April 11, performer and artis market applications close for Westside CultureFest b. April 18, 5pm-8pm, Government Center South Atrium: Great Salt Lake County Visual Art Exhibition c. April 30, ZAP Tier II application deadline d. May 30. ZAP Tier I and Zoological Deadline e. June 6, 6-10pm, Eccles Theater Grand Lobby - Kick off to Steppin' on Main, Slam Poetry Exhibition 11. Art Event Discussion - A few members mentioned various events. 12.
