Heber City Corporation NOTICE OF PUBLIC HEARING Planning Commission NOTICE IS HEREBY GIVEN that on the 8th day of April 2025, at the hour of 6:00 p.m. of said day in the Council Chambers of Heber City, 75 North Main Street Heber City, Utah, the Planning Commission will hold and conduct a Public Hearing to consider a text amendment proposal to 18.110 Telecommunications Facilities: This amendment affects the land use regulations in the C2, C3, C4, MURCZ, I1, I2, BMP, IPF, MCZ, and A2 zones. You are receiving this notice, as you own property within one or more of these zones. Summary of the Telecommunication Facilities Text Amendment Proposal: 1. 18.110.020 Findings - Addition to clarify that Lattice and Guy Towers have a negative visual impact. 2. 18.110.030 Definitions - Clarifies the definition of 'Monopole', by removing reference to Small Wireless Facilities 3. 18.110.080 Uses a. Changes uses from a list to a table. b. Prohibit Towers within the area of 500 North to 600 South and 600 West to 600 East. c. Brings code into compliance with FCC regulations regarding existing facilities. 4. 18.110.090 Co-Location - Clarifies language regarding minimum number of providers. 5. 18.110.110 Development Standards a. Consolidates 'Monopoles with Platform' and Monopoles without Platform'. b. Changes permitted height of towers in the C2, C3, C4, MURCZ, I1, I2, BMP, IPF, MCZ, and A2 zones. 6. 18.110.120 Additional Regulation for Monopoles and Towers - Increases the spacing between towers from 2,000 feet to 1 mile. Process: The suggested process leading to a possible adoption includes a public hearing with the Planning Commission at City Hall. If the Planning Commission recommends approval or approval with some changes, the draft goes to the City Council for review and a potential eventual adoption. If the Public is unable to attend, the Public Hearing comments can be emailed to PCPublic@heberut.gov. Comments may be read aloud during the open comment portion of the Public Hearing and will be included as part of the permanent public records for this meeting. PUBLIC NOTICE POSTED: March 27, 2025, on the Utah Public Notice Website at http://pmn.utah.gov and heberut.gov and in required locations throughout the Wasatch County area.
