Notice is hereby given that the Holden Town Council will hold a work meeting in the Holden Town Hall located at 185 S. Main, on Thursday March 27,2025. This meeting will begin at 2:00 p.m.
The purpose of this meeting is to decide how to move forward with the water project, and what options the town has.

Well drilling went down 900 ft and got hardly any water, aprox 25 gal a minute. There was no point in drilling any deeper. According to Willow stick (High tech water witching company) we should have hit water before that depth. As per the agreement with Jeff Dobson (the land owner) if the town didn't use the test hole that he could take it over. High Plains drilling will fill the hole up to the level where the casing is, aprox. 160 ft. Jeff Dobson will pay for the rest of the improvements to the test hole. - Jeff told Thane Hillestad that it was filled to 150 ft and there is no water.-
The town has four sites that are approved areas for well drilling, two up the canyon road near where we drilled the test well and two at the west end of town. These locations are within the existing diversion points. According to the division of water rights, the town would still need to go through a change application process even if we were within 150 ft feet of the point of diversion. A temporary change application will give us a year and were not limited to locations that have already been selected.
In that time, a test well could be drilled followed up with a permanent change application. 150 feet is the magic number to not have to worry about changing paperwork. There is not a viable 150 ft point of diversion where the test well was drilled.
Springs are a good indicator of water, but not a good indicator that there is water located at a deeper depth.
Water dowser is scheduled for April 17th. USRDA suggests the town has a primary location and one or two backups.
We still have the original locations that both willow stick and the dowser said looked promising for water. The two areas are close in proximity to one another.

Note- Willow stick puts together the pieces of information to give a location probability. It is geologically based; they can't sense water. They gain a profile of the geology, fractures, etc. They can give you an area of probability that water could be located.
(Jesse Ralphs- Sunrise Engineering) The two locations at the East and West of town are dealing with two different types of geology. In the basin you are dealing with the basin aquafer, where agriculture is and are water producing wells. That is the area of the original study, with a higher probability of finding water in that area. East of town if you are in the fractured rock your probabilities get smaller but if you can find the water, it will be better water and more advantageous to pump water down to the tanks than up.
Conversations went on about the pros and cons of drilling a well West or East of town. The amount of water and depth of the wells West of town and the quality of water. The quality of water would not be known until it was pumped and tested.
Conversations about other areas East of town to have Willow sticks check.
Process- 1. Identify the sites
2. Have Willow sticks come and check areas
3. Choose the most viable ones
4.. Environmental study of site
5. Rural development review and approves
Plan on a couple of months once the sites are identified to get the environmental study done and approved, then a change of order for the test well can be done. The town is not under as strick a deadline as originally thought, USRDA would like to see some results. As long as we are moving in a good direction, making progress and it is justified they can do an extension on our timeline for the grant.
The Mayor will contact the property owners where we would like to have Willow stick check and get permission to check on their property.
