1. Ratify Acceptance of the FY2024 Audit Report by Litz and Company.

7. Approve and authorize the signing of an agreement with Utah Department of Health and Human Services- Medicaid Amendment 6 and authorize the Executive Director to execute the agreement through DocuSign.

8. Approve the Financial Report for December 2024.
a. Doralia reported a gain of $547K. in December, which brings us to a $5.5M gain in the past 6 months. This is mainly due to Medicaid revenue and the match. This includes ARPA money, but we are expecting approximately $500K more in the next couple of months.

13. Discuss date for Authority Board Working Days.
a. It was identified that we would proceed with planning to meet on June 17th and 18th at an offsite location.
14. Director's Briefing/ QUAPI Report.
a. General Agency: Juergen reported that we started our budgeting process and anticipate a more usual budget year because we will not have ARPA funds. Next month, he will present a plan to spend down the ARPA funds. Juergen reported that we are closely monitoring potential federal funding cuts that may affect school-based services. We are also watching House Bill 491 which relates to fees associated with hospitalization.
b. Crisis and Intensive Services Division: Scott highlighted the assignment he has to coordinate the therapist-level internships for the agency. Each fall and summer semester we place approximately 30 interns from local universities. We also place hundreds of volunteers throughout the year. These efforts make a difference in our relationships with the universities and lead to future employees.
c. Corporate Compliance Division: Bret reported on the clinical and non-clinical Quality Performance Improvement Projects (PIP), which are required by Medicaid yearly. The non-clinical PIP for this year has been to increase social support to clients in substance use services. The clinical PIP has focused on increasing the utilization of the SURE measurement tool among recipients of substance use treatment.
d. Substance Use Disorder Division: Randy highlighted the services we provide for homeless individuals. We have a clinic located in the Food & Care Coalition and also offer services for individuals in the Utah County Jail. Over the last year, we served over 230 individuals in the homeless community. We also provide support to the Warming Centers and link individuals to services when needed. He also discussed the State Opioid Response money, which is separate from the Federal Opioid Settlement grant. These are state and federal funds issued to combat the opioid crisis. We utilize these funds to connect individuals to employment services, recovery peer support specialists, recovery housing, recovery support, methadone, and substance use treatment services. We have found that by connecting them to these supports they have a higher chance of maintaining recovery. The issue of a lack of affordable housing is a key factor in the increase of homelessness in our community. We have been negotiating with the local housing authorities to build affordable housing on our Payson property in the future.
e. Clinical and Community Services Division: Brian highlighted the services provided at our South Provo Clinic. At this clinic, they provide case management, representative payee services, therapy, medication management, and nursing services for clients with chronic mental illness. Many of these clients reside in our supported housing facilities. Over the past couple of years, they have seen a large turnover in staff, but are starting to stabilize after hiring 2 therapists, who are anchors for the clients.
