1. Recommendation from Planning Commission: application for zone change for property located at 3281 W. 700 S., Agriculture (A-1) to Residential (R-3), applicant Landon Costley. (10 min.)
2. Recommendation from Planning Commission: application for zone change and preliminary plan approval for property located at 3015 S. 2000 W., Agricultural (A-1) and Residential (R-1) to Residential Planned Community (RPC) and Planned Residential Development (RPD), applicant Chase Freebairn of Cole West Development (10 min.)
3. Recommendation from Planning Commission: application to amend the Development Agreement for Shoreline Development, Phase 5a. (10 min.)
4. Recommendation from Planning Commission: application for text amendment to Section 10.75.030 and 10.30.020 of the Syracuse Municipal Code to allow accessory dwelling units (ADUs) in the Planned Residential Zone (PRD). (15 min.)
5. Request from Matthew Swain of Perry Commercial to amend the 'First Amendment to Agreement for Tax Increment Rebate' for the EOS gym facility. (10 min.)

d. Discussion of proposed amendments to Syracuse Municipal Code:
1. Proposed amendments to Title 4.50.030, making hardship waivers for garbage and recycling fees an administrative approval. (5 min.)
2. Proposed Ordinance amending to Syracuse Municipal Code Title 7, Chapter 25, pertaining to the regulation of fireworks and other ignition sources. (10 min.)
3. Proposed Ordinance adopting Syracuse Municipal Code 4.35.225 regarding the new Happy Tails Dog Park. (5 min.)
4. Proposed Ordinance repealing and re-enacting Syracuse Municipal Code Title 4, Chapter 30 - Cemetery Regulations. (15 min.)
e. Discussion regarding proposed resolution establishing a temporary 'Free Speech Zone' at Canterbury North Park. (10 min.)
f. Continued discussion regarding draft key results and key performance indicators (KPIs) for City Vision Statements. (15 min.)
g. Introduction of proposed amendments to the Syracuse City Personnel Policy and Procedures Manual for first reading. (5 min.)
h. Biennial Review of Community and Economic Development (CED) Department. (30 min.)
