MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES OF THE MOUNTAIN GREEN FIRE PROTECTION DISTRICT March 3, 2025 6:30 P.M. 4565 WEST OLD HIGHWAY ROAD MOUNTAIN GREEN, UTAH 84050 NOTE: these Minutes are not intended as a verbatim transcript of the issues discussed at the meeting of the Board of Trustees. Rather, they are intended to reasonably summarize and highlight the substantive discussions of the issues set forth in the Agenda. The Board of Trustee meeting were recorded. Trustee Barnes called the meeting of the Board of Trustees to order. Members of the Board of Trustees of the Mountain Green Fire Protection District in attendance: Tim Barnes Rici Johnson Saul Grasteit In attendance from Operations were: Chief Brian Brendel and Golden Barrett and Mike Olsen Kate Becker (Morgan County Admin. Manager) was in attendance. No other members of the public were in attendance. Trustee Barnes asked if any in attendance had a conflict of interest in the matters being discussed at the meeting or otherwise. All present indicated they had no conflict of interest. The Agenda was reviewed. Trustee Johnson made a motion to approve the Agenda; Trustee Grasteit seconded the motion; the motion was approved by the Trustees. The next matter concerned approving the Minutes for the January 6, 2025 meeting of the Board of Trustees.. Trustee Barnes confirmed that the preliminary Minutes had been distributed to all the Trustees and Chief Brendel. Trustee Barnes asked if anyone had any comments or questions about the Minutes. No one had any comments or questions about the minutes. Trustee Johnson then made a motion to approve the Minutes; Trustee Grasteit seconded the Motion. The motion was approved. Trustee Barnes set the next date for the Trustee meeting for May 5, 2025 at 6:30 p.m.. Trustee Barnes asked the two guests in attendance if they would like to present: - Mike Olsen presented the spreadsheet for the 2024 Impact fees. Mike was recognized for his contribution by the Board and was rewarded with a Gift Card from Chief Brendel. Mike is working on several project that will help out agency with a call tracking report among other projects. - Kate Becker (Morgan County Admin Manager) attended to communicate that MGFPD has been awarded a grant from Phillips 66 in the amount of $16,000 minus admin fees. Follow through to receive this grant was extremely difficult and took great leadership to maneuver through many obstacles by Kate Becket and Chief Brendel. This is a big win for the MGFPD and both Kate and Brian were thanked by the board for their time and effort to receive this grant. The Board then proceeded to discuss the following Agenda items: Agenda Item No. 1: Financial Update for 2025. Account balances and Expense Reports Trustee Barnes reviewed the PTIF accounts and bank accounts. Total account balances of the accounts were reviewed. MGFPD has received its annual allocation for the budget and the MGFPD will need to be frugal throughout the year to meet the budget until the budget is raised in 2026 if the budget increase approved. Total of the accounts are comparable to last year but increasing costs are depleting the general fund faster than the previous year due to rising costs of payroll, insurance, fuel and equipment maintenance. Attendees discussed tax rate increase proposal to increase taxes in 2025 to meet the operational needs and requirements of homeowners insurance providers. Trustee Barnes has asked that the trustees review the tax increase deadlines so that all key date requirements are met in 2025 for a tax increase in 2026. Agenda Item No. 2: Chief's Report MGFPD has had the busiest start to the year in its history. Population growth and increased traffic on highway 84 have contributed to the increased volume of calls. Chief started by recapping our recent audit in which the MGFPD was given a score of 5 for Fire protection. Chief Brendel and Golden Barrett have done a great job maintaining standards and we have maintained our score of 5 from the last audit about 5 years prior. This score is used by insurance agencies to assist with insurance rates in communities. Trustee Barnes attended the audit. Chief Brendel's recap was very detailed. MGFPD responded to many calls including medical emergencies, fire and gas issues and traffic incidents. Urgent needs are staffing the fire station. Wages need to be competitive with other local districts. The Chief has great partnership with many districts in our area and is doing a great job maintaining these partnerships. The Chief discussed city growth and gave detailed explanation of new retail and residential construction. Trustee Barnes thanked the Chief for his detailed report. Agenda Item No. 3: Tax Increase 2026 Timeline Trustee Barnes received people we can use as a resource from Kate Becker and Trustee Barnes will follow up to ensure we meet guidelines to increase our budget in 2026. Preparation and training for proposed tax increase for 2026. Due dates and responsibilities were discussed. Initially recommending a tax rate of .0008 will be recommended to meet the need of the department. This increase would amount to approximately an additional $9/mo. On the average household in Mountain Green, Currently the tax rate is .00456. tax rate has decreased over the last five years due to increased taxpayers within the community. Trustees may need to meet to ensure all state and local requirements are being met to request tax increase. Trustee Barnes handed out a preliminary flyer to be handed out or mailed to the community to residents to explain the budget increase and to answer questions they may have about how our MGFPD keeps them safe and keeps their insurance rate lower. Feedback was given to try to get the flyer down to one page and to research costs to mail to all Mountain Green residents. The Truth and Taxation meeting is initially planned to be held in August or September of 2025. Golden Barrett brought labor costs estimates as our population and demands increase. Trustee Barnes had asked that we start a five year plan to assist in financial planning. Weekday coverage may need to increase to 12-hour shifts in 2026 (or sooner) to ensure fire fighter are available. Payroll costs scenarios were presented ranging from a cost of $130,000/YR. to $328,500/YR. Although we are a volunteer department, many of our volunteers work away from Mountain Green during weekdays and we pay fire fighters from other agencies to staff the MGFPD. Agenda Item No. 4: Community Fire Service Fees A motion was made by Trustee Rici Johnson and seconded by Trustee Saul Graseit to approve the service fees presented by Golden Barrett. Trustee Barnes will review fee schedule with Ulrich Accounting and contact our web designer to get estimate on developing a page on our sire where we can collect Service Fees and have them deposited in out checking account. In addition, researching to see if the board can get a monthly itemized list of all service fees paid to audit payments made to the checking account. Agenda Item No. 5: New Business / Goal Setting for 2025 Agenda Item No. 6: Adjournment - Trustee Barnes will contact Pierce and our contact at Crews to get bids on new fire truck financing. Trustee Barnes arrange meeting after bids are received so that the board can approve financing. This need to be completed before the next Board meeting to ensure finance is locked in prior to the completion and delivery of the new engine. - Discussion about keeping Engine 131 to use as a additional emergency response vehicle and 'blocker' on the calls to ensure safety of community and fire fighters and ensuring the new engine is not hit during calls. The resale of old fire engine would not generate much income. Factors that will be reviewed will be yearly maintenance costs, insurance, and housing both engines. Trustee Johnson made a motion to adjourn the meeting at approximately 8:42 PM. Trustee Gratseit seconded the motion - the motion passed.
