Holden Town Council Meeting February 12, 2025 The following are minutes from the Town Council Meeting held on February 12, 2025. Started: 7:00 pm Present: Council Members: Mayor Darren Fox, LaRee Stephenson, Tamara Dallin, David Wood (late), Phil Whatcott Staff; Caralee Wood, Rod Dastrup Visitors: Clair & Ellen Harmon, Ted Bennett, Mark Stephenson, Jason Christensen, Thane Hillestad, Paul Johnson 1. Pledge: Darren Fox Prayer: Phil Whatcott 2. Approval of January 8,2025 Town Council Meeting Minutes a. The council discussed the minutes. No comments or corrections were made. Tamara Dallin motioned to accept the minutes for the Holden Town Council Meeting held January 8,2025. LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, Phil Whatcott- yes, Mayor Fox-yes 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated January 10, 2025-February 12, 2025 were given to the council before the meeting for review. Phil Whatcott motioned to pay bills/payroll/reimbursement invoices January 10, 2025-February 12, 2025 Tamara Dallin seconded. Roll was called; LaRee Stephenson- yes, Tamara Dallin-yes, Phil Whatcott- yes, Mayor Fox-yes 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Ted Bennet *Koyle permit- Koyles will be adding an addition to back of their home. 6. Report of Officers a-Roads & Landfill-Tamara Dallin *Public notice for the landfill permit-The state has accepted the town landfill permit application. There will now be a 45 day public notice period for citizen questions, comments or issues with the town's landfill permit application. *The backhoe is fixed and has been returned to the town. Public works have put approximately 25hrs of use on the backhoe in 13 days. The question was asked if the town needs to have Mason Machinery come service the backhoe to make sure that mechanically everything is still in good working order. Public works were told that at 100hrs of use it would need an oil change. The backhoe is under a one-year warranty. The decision was made to wait to service the backhoe until we hit 100hrs of use. b-Parks, Recreation and CERT - LaRee Stephenson *Councilman Stephenson asked public works to re-do the flooring in the town hall kitchen. Two colors of flooring were used and it doesn't look good. c. Water- Mayor Fox * At 160 feet the drilling company hit water but needed to go deeper as it wasn't enough volume, at 600 feet they still were not getting much water. In consulting with the engineers, they suggested going down to 900 feet. The original bid was to drill down 600 feet. It will cost an additional $66000.00 to go down to 800 feet. The additional cost will still be covered under the grant money. *Darren Fox motioned to approve a change order to drill down to a maximum of 900 feet, Phil Whatcott seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, Phil Whatcott- yes, Mayor Fox-yes *The town is under a corrective action with the state, with no extension granted. The state gave the town until March 1, 2025, to upgrade the town's water system, or the town will be subject to monetary penalties. The state has asked for a progress report on the town's water plan, Sunrise Engineering have sent the state photos and what progress has been made. We are now waiting for the state of Utah's response. Fire Department- Phil Whatcott *Constitution and by-laws approval- The fire department approved their constitution and by-laws at their February 11 fire department meeting. They have provided copies to be reviewed by the town council and approved. There were a few inconsistencies in the town name, Town council and town board. The name will be changed as well as a few clerical errors that Jason Christensen, the fire chief, found. Phil Whatcott motioned to accept the Constitution and by-laws for the Holden Town fire department. Pending the needed clerical and town name being changed. LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, Phil Whatcott- yes, Mayor Fox-yes, David Wood- abstain David Wood arrives to town board meeting at 7:15 d. Electric- David Wood *UAMPS is still working toward the electric project in Millard County. UAMPS hopes to have the land agreement signed this week. *Councilman Wood would like to modify our building permit process to make it easier to understand what is required to obtain a permit, and what areas of building need an inspection. *The meter was changed at a residence that has been having high power usage. The weather warmed up so we haven't been able to get an accurate read on the new meter. The resident is also planning to change out the furnace at the home. *The power pole at the east end of 1st North was replaced. Another older warn-out pole will be chosen to be replaced in the coming months. Councilman Wood would like to replace about six poles this year. *The coal plants will be in service longer and so we should expect to be receiving more power coming from the Hunter power plant. This should also help with the cost of power. e. Mayor Darren Fox 7.New Business *Library donation- The Fillmore public library has asked the town for a donation to the library in the amount of $1.00 per citizen, for a contribution of $375.00 Darren Fox motioned to contribute $375.00 to the Fillmore Public library David Wood seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, Phil Whatcott- yes, Mayor Fox-yes, David Wood -yes *PO in need of new adding machine- Council approved the purchase of a new one *Public Works will begin to collect bids for the service of spraying the lawns at the park and cemetery. 7. Outstanding Business Darren Fox motioned to move into a closed meeting at 7:34 Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes *Closed meeting- Employee wages Darren Fox motioned to adjourn the closed meeting at 8:10 pm. David Wood Seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Open public meeting at 8:10pm. *Employee wages will be increased 3% in accordance with the consumer price index. Darren Fox motioned to increase employee wages by 3%, Phil Whatcott Seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Phil Whatcott motioned to adjourn the meeting at 8:16 pm.
