a. Mark Cowley, have you had it looked at concerning wetlands?
i. This is clay based that drains into the field. Free flowing well that's 1500 feet down. What you are seeing is water in the low spots . Will build it up on the more northern areas.
b. Will be storing lumber there. As of now will not be adding Rocky Moutnain power.
c. Mayor, what kind of buildings will you have there?
Answer: It might be an office.
Question: What is the maximum amount of material you have at a time
Answer: Enough lumber for three to four homes.
Question: Will you have any customers?
Answer: No, we will not have customers come.
d. Dave Lee If you want to build here you will have to get a zoning clearance.

7. Sheriff's Report
a. 3 Law Incidents

c. Have noticed the signs on the south end of the town. Give warnings for the first month or two.
d. Still Working the other deputy to put the speed test box up (probably will be on the north end)
e. Ask about July 18th and 19th is the 24th celebration and December 1st for lighted parade.

a. Paul Hansen18th and 19th of July for the celebration. Can't fill out the RAPZ form until February 13th

b. Mark Cowley, -Jesse Johnsen He submitted a proposal for an water operator. Minimum would be on paper for$200/ month.
i. Lead copper survey was done. We need to add some language.
ii. Will look more into the cross connect control Administrator
iii. Are we okay to Budget for this?
c. Dave Lee:
i. Home Occupation Application from Casey Jeppesen at 6285 N 2400 W for a 3-D printer operation from his home. All business will be on the internet.
ii. Zoning Clearance application for a storage shed and hay shed from Sid Munk. This was tabled for the night
iii. A Petition for Zone Change or Code Amendment from Howard Kunz, Ken Allsop, and Sid Munk. There was a brief discussion about this proposal, but it was decided that this was a Petition for Zone Change or Code Amendment and that the Commission's role was to review the application and move it on to a Public Hearing. Sid Munk also presented a code change. His involved housing for bonafide farm workers. A copy of his desired amendment is also attached: There was a motion to table this. After further discussion it was decided to have the Howard Kunz/Ken Allsop petition separated from the Sid Munk petition. It was felt that the items were enough different that it warranted two separate petitions. It was also agreed to have both petitions presented at the next P&Z meeting in March. A public hearing will be scheduled for April to include both of these items.
iv. Discuss with Garth Gnehm and Raylene Gnehm about building on the Rick Fonnesbeck property. They want to build on the eastern edge of the property. Several questions arose: The house would have numerous farm buildings to the west between it and 2400 West. Mr. Gnehm is going to have the property lines surveyed to make sure he has enough frontage for two lots. GIS shows approximately 270-280 feet of frontage. He would need 300 feet to create two lots, as the Fonnesbeck home is located there also. He also has frontage to the south on the other side of the Hansen Dairy. He spoke about putting in a road across that area, but it brings up the question of flag lots, which our code prohibits. Mr. Gnehm was also advised not to do any dividing or property or any work until the situation is resolved. There is much to be considered here and many questions to be answered. Judy is going to contact the Town Attorney for more information.
v. Richard Sanders attended the meeting and the Building Permits he was issued when he built the apartment for April were presented to the board. The apartment Alex is living in is another issue. There is no approval for that. A Conditional Use permit was discussed. Secretary Dave Lee said he would help Richard with the process. Discussion only.
10. Mayor's report
a. Letter from County COGG to chip and seal road from Lindley's to half way to Munks we were awarded 154,000 from COGG will start in either June or July .
b. Will put in a bid this year to go from the church to the bridge
c. The mayor will talk to UDOT about intersection
11. Vote on Public Hearings from tonight.
a. Mark Cowley what does the rezoning to light industrial mean in the ling turn effects? Everything that is done will have to have a zoning clearance.
