Description/Agenda
Town of Goshen Council Goshen Town Hall December 10, 2024 Public Hearing Meeting 7:00 PM A. Pledge of Allegiance- Alisha Williams B. Prayer - Nan Black C. Subdivision Ordinance-Discuss, consider, and take necessary action- No comments E. Annexation Policy Plan- Steven highlighted notes of comment from the planning and zoning meeting. Since then they have made changes to the map and revised the boundary line plan of how Goshen would annex, no on eis planning or has asked to annex. No further comments were given. D. ADU ordinance discussion- Internal Dwelling Units- state has mandated them; ordinances have to accept them, since April 2023 this topic has been discussed since, off and on in meetings. Nan Black stated that she has called Levan, UT, to see what they would do in regards to External ADU's and they told her that there would be no way they would let them due to septic issues etc. She also mentioned that the documents for the ordinances don't say complaints need to be done through the board and not the town office. Impact fees need to be clear in there. And she also noted that Goshen doesn't need too much too fast, commented to slow down and see the problems that already exist and get those taken care of first before its let loose. Susan Ogden took topic back to Item C- asked if she would be in the town and how that worked. Steven noted all that she would need to be worked out to annex, asked cause she wanted to volunteer before and board/people told her she couldn't due to living in the county, pertaining to helping with recreation etc. Board mentioned that is not an issue anymore if it ever was. Bruce Farnsworth responds to Nan Blacks concerns, that you could do a living space above garage, and whatever is done, the water and the waste/septic would need to be updated with the county and plans no matter what, for external or internal dwelling units. Randy motions to adjourn Public Hearing, Alisha seconds, all in favor. REGULAR TOWN COUNCIL MEETING A. Disclosures - N/A B. Public Input - Richard Wolf asked about placing cameras at the firestation to catch the ATV and kids doing donuts in the gravel parking lot C. Approval of Minutes- JC motions, Jonathan seconds, all in favor. D. Amendment of the Town's Subdivision Ordinance Recommended by the Planning and Zoning Commission- No public comment during the Hearing, and no questions about the ordinance during this time, Jonathan motions to adopt #12032024 Subdivision Ordinance, JC seconds, all in favor. E. Annexation Policy Plan Recommended by the Planning and Zoning Commission- Updated the boundary map and feel that it is better and more are satisfied about the clarity. It will not go into Elberta. Jonathan says it controls the growth etc. Randy motions to adopt the Goshen Annexation Policy Plan #12012024, Alisha seconds, all in favor. F. ADU (accessory dwelling units) Ordinance #12012024 recommended by Planning and Zoning Commission- Steven noted that he is in favor for the internal, but has multiple concerns about the externals. Questions such as, water connections/overages billings etc, and that if allowed it will need to be very defined, no modular, RV's, and those things that are not okay. Some other concerns are, height, hydrant locations, (being more specific other than just stating fire codes), doesn't need 1200ft, 800-1000 sqft is sufficient, impact fees and charging for those. Health Department-internal will strain septic systems unless otherwise planned for, so updates on septic tanks will need to be approved. Lot size needs to be looked at and specified i.e. 12000 sq ft lot size or minimum of lot size needs to be added. These need to benefit the town right and fit the town overall. Jonathan agrees that more time needs to be spent on the external and it also needs a lot more clarity to it, due more due diligence. Randy states that they have turned down flag lots, so adding external would be adding flag lots. Doesn't like the external at all, Steven explained that flag lots make 2 lots in reality, but these have self regulation and more control due to ownership, same parcel not divided. JC- as in the insurance industry, (his profession), there is lots of issues with carriers due to water loss and fire safety. His insurance won't insure an external on same lot. Fire loss is too much. Accessibility is the issue for this. Further discussion on this, Jon noted that he cant tell owner what to do on their own property, Steven agreed but meet in the middle and regulate size and issues previously stated would help. Alisha noted for record, she is supportive of Internal, but not supporting of External, as of yet. Council Board moves forward, accepting as it is written, to accept internal and not the external at this time. Alisha motions to approve Ordinance #12012024 as written, no external ADU, only accepting Internal ADU, JC seconds, all in favor. G. Council Updates- JC- 911 meeting has had more Zoom issues only had half a meeting, and they may not have a full quorum for this next meeting. Steven- water fill station to be put in, in the future for bulk water purchases, and it will be metered. This will cost about 120k. They will be buying a mini excavator track hoe and 6-14 fire hydrants with new map. These items will be used with the rest of the money that is for the water project. All projects are in the final bid process. Fire truck- delivery will be around March or April 2025. Was initially around 600k, got funding and money given which has knocked down the payment still owing to be far less. Jon mentioned about this topic that he would like to see a plan moving forward in anticipating this spending when we need a new fire truck, instead of last minute funding. Get a plan now and know how they will pay for it the replacement in the future. E. Adjournment- Randy motions to adjourn at 7:43PM, Jonathan seconds, all in favor
