- EASTLAND SPECIAL SERVICE DISTRICT--Meeting Agenda Wednesday, March 12, 2025 at 6:00 PM MST At the Eastland Schoolhouse 1- Vote: Approval of previous meeting minutes (12/11/2024 meeting) 2- Public Comment: Time for citizens to address Board on matters not on the agenda. Comments should be limited to matters within the jurisdiction of the Board. If your comment concerns item on agenda please address the Board after that item is open for public comment. Chair may limit the duration of each speaker to 3 minutes. Discussion Items 1-Update: New well/grant apps/process/timeline -Alysen Tarrant 2-Update: Current DEQ IPS Report (25 points) and System ding List fixes completed/not completed, 2 Sample Plans approved, Updated OM Manual-Janet/Zach/Nate 3-Update-ESSD Water Rights (09-2163 Fixed Time Renewal or more permanent rights from San Juan Water Conservancy District) and cost and 3/27 meeting -Janet 4-Update: 2024 Water usage Report due 3/31/25--done -Zach 5-Update: Property Insurance Coverage cost-Janet Action Items 6-Discusion/Vote: Officer Elections (Chair, Vice Chair, Secretary/Clerk, Treasurer)-all 7- Discussion/Vote: approve YTD Financials 2024 Actuals and 2025 Budget-Janet 8-Discussion/Vote: Free water for positions of system manager & Bookkeeper ongoing-Janet 9- Discussion/Vote: Hire System Manager (new job description/applicant letter)-Janet/Nate 10-Discussion/Vote: 2024 Self-Evaluation and 2025 Fraud Risk Assessment-Janet 11- Discussion/Vote: Steele Property hookup and possible policy change-Janet 'New meters shall be set in an accessible location on the main line closest to the customer property and on state or county owned property, except where otherwise directed by ESSD. All meters shall be set horizontally, and never connected to a vertical pipe. Meters shall be placed in a meter box furnished and installed by ESSD.' 12-Vote: Possible Budget adjustments 2025--Janet Cost to repair Long Draw stand--Nate Cost to wire for generator- Nate Property Damage Insurance estimate cost $700-800/year-Janet Cost for new water rights app $150-Janet 13-Vote: Designation of next meeting-June 12, 2025- (second Wednesdays/Quarter) all 14-Vote: Adjournment-all
