MINUTES Joseph Town Council February 6, 2025 7:00pm 25 E 100 N Joseph, Ut 84739 PRESENT: Sue Gestring, Gene Gestring, Bodee Wells , Morgan Wells, Steve Healey, Taylor White, Troy Campbell, Mayor Jared Campbell, Doug Nowell, Zac Kearney, Haley Obray, Nikole Campbell, Jesse Campbell ABSENT: None The Prayer and Pledge of Allegiance were already offered in previous meeting Minutes: Zac motioned to accept minutes as read. Troy 2nd all were in favor. SWEARING IN OF NEW COUNCIL MEMBER GENE GESTRING by Nikole Campbell Mayor Updates: Council appointed Gene Gestring to take Terry Balch's seat. His term will be a 1 year term. Playground equipment was delivered and will begin installation on Feb. 27th. Haley wonders what will happen with the old equipment. Mayor Campbell said to contact Big T and see if they are going to haul it off or if we need to handle it. It will probably have to be auctioned off on the state website if Big T is not taking care of it .Ensign engineering was sick so they were not able to attend tonight. They will be ready next month with updates on the town's water master plan and cold springs. One computer in the office quit working which just happened to be the main server so the town was able to purchase a new computer and Pelorus was able to get things back up and running. The town also purchased new cell phones for Steve and the office and a new cell phone plan through T-Mobile because Verizon was having some big jumps in plan prices so Mayor Cambpell thought it would be a good time to switch carriers. Water: Whites Sanitation-Joseph residents seem to be bringing garbage cans closer to the road. Whites said there have been no complaints from their drivers. Fuel prices will continue to go up so increases will continue. It may be once a year if towns want to go that route instead of the big increase every 5 years The town cleanup is scheduled from May 2 to May 12. As part of the service contract, two roll-off containers will be provided at no charge for residents' yard cleanups. County landfills have agreed to waive fees during this period, though residents are reminded that hazardous materials (such as tires, batteries, paints, pesticides, and chemicals) are subject to additional charges if disposed of improperly. Bodee Wells- An extensive discussion was held regarding the potential annexation of certain areas to secure water connections and manage future development. Some key points included: The possibility of annexing areas around 200 South and 200 East, with potential for up to four new homes. Concerns about water rights, connection costs, and the impact on future property development were discussed. The need for legal review and further consultation with affected property owners will also have to be discussed before being able to fully proceed with this matter.The council expressed openness to exploring annexation, contingent upon alignment with the master water plan and proper legal procedures. Council is willing to work with water exchange from property owners to town as well. Mayor Campbell motioned to move forward with the potential project of annexing the area of 200 S. 200 E. Troy 2nd. All were in favor Roads: Barson's Rd- There have been some concerns expressed about the road going to the Barsons property along the east side of Troy Campbell's property. The road is settling and needs a little TLC. It is the town's road. It no longer belongs to the county. Mayor Campbell suggests assessing the road and back filling it for now. Mayor Campbell wants Steve to come to the next town council meeting with some ideas on what needs to be done. Planning Commission: Vic MIddleton has some concerns about outdated and inconsistent town ordinances, including missing ordinance numbers and unsanctioned signatures. The council discussed the need to update and possibly digitize records for clarity and accountability. Events: The town will be offering a Dog Clinic Feb. 22nd. The clinic will offer free town licensing for any dog with a current rabies vaccination. The vet will also be offering free rabies vaccinations that day along with other vaccinations for a cost. The 4th of July was discussed with just Fireworks this year unless the community is willing to set up and help. Doug suggested a 4th of July committee being formed. Zac and Mayor Campbell wondered about having food trucks. The town easter egg hunt will be held April 17th at 10am. The town received a letter from the Monroe Lions Club asking for a donation for a basketball event. Zac motioned to donate $100.00 Doug 2nd. All in favor. Troy motioned to adjourn the meeting. Zac 2nd. All were in favor.
