1. Meeting called to order. Invocation or thought Pledge of Allegiance Adopt agenda.
2. Public Comment: This is an opportunity to address the Council regarding your concerns or ideas. Please limit your comments to three minutes. (Individuals wishing to provide public comment may do so via email to City Recorder Cassie Brown, cassieb@syracuseut.gov, by 4:00 p.m. on March 11, 2025. Comments submitted by the deadline will be read for the record of the meeting.)
3. Approval of Minutes: (2 min.)
a. February 11, 2025 City Council Business Meeting - possible reconsideration of Ordinance 25-02 amending Title Four of the Syracuse Municipal Code related to curbside recycling.
b. February 25, 2025 City Council Work Session.
4. Presentation from Councilmember Savage regarding curbside recycling program. (15 min.)
a. Public input regarding curbside recycling program.
b. Continued discussion of the topic among the Council and Mayor.
c. Possible reconsideration of Ordinance 25-02 amending Title Four of the Syracuse Municipal Code related to curbside recycling.
5. Consent agenda: (2 min.)
a. Proposed Resolution R25-10 authorizing the Mayor to execute a contract with the Utah department of Transportation (UDOT) to reimburse Syracuse City for the purchase of snow removal equipment.
b. Proposed Resolution R25-11 acknowledging maintenance responsibilities for aesthetic improvements funded by the Utah Department of Transportation (UDOT) as part of the West Davis Highway project.
c. Mayor's Proclamation naming the Happy Tails Dog Park.
6. Proposed Resolution R25-12 authorizing the Mayor to execute an amendment to the Robinson Waste Garbage Hauling Contract adding recycling as a bundled service and increasing the contract rate for cost of living. (5 min.)
7. Proposed Ordinance 25-10 amending the Syracuse City Zoning Map for approximately .991 acres of real property located at 2191
W. 1700 S., Agricultural (A-1) to General Commercial (GC), applicant Logan Johnson of Wright Development Group. (10 min.)
8. Proposed Ordinance 25-11 amending the Syracuse City Zoning Map for approximately 5.266 acres of real property located at 2550
W. 700 S., Residential (R-1) to Agricultural (A-1), applicant Jacob Briggs. (10 min.)
9. Public Hearing: Proposed Resolution R25-13 establishing an Agriculture Protection Area at approximately 1184 S. 2500 W. to 2550

10. Proposed Ordinance 25-12 amending Syracuse Municipal Code by creating Chapter 10.91, LC Light Commercial Zone. (10 min.)
11. Public hearing: Proposed Resolution R25-14 adjusting the Syracuse City Budget for Fiscal Year (FY) ending June 30, 2025. (10 min.)
12. Public hearing: Proposed Resolution R25-15 updating and amending the Syracuse City Consolidated Fee Schedule by making adjustments throughout. (5 min.)
13. Proposed Resolution R25-16 updating and amending the Purchasing Policy of Syracuse City by making adjustments throughout. (5 min.)
14. Proposed Ordinance 25-13 amending Section 4.25 of the Syracuse Municipal Code establishing secondary water season begin and end dates. (5 min.)
15. Authorize Administration to award contract for Secondary Metering Project #3. (5 min.)
16. Authorize Administration to award contract for Syracuse Secondary Pump Station Expansion at Syracuse Reservoir. (5 min.)
17. Authorize Administration to award contract for Regional Park Phase #1 Project. (10 min.)
