2025-2029 CONSOLIDATED PLAN, ANNUAL ACTION PLAN AND PY 2025-2026
CDBG AND HOME FUNDING RECOMMENDATIONS
The City of Taylorsville will begin accepting citizen comments on April 3, 2025 for the proposed 2025-2029 Consolidated Plan, Annual Action Plan and PY 2025-2026 CDBG and HOME Funding Recommendations.
The Consolidated Plan is a five-year strategic document that describes and prioritizes the City's housing and community development needs, as well as activities to address those needs as defined by the U.S. Department of Housing and Urban Development (HUD). The intent of the Consolidated Plan is to promote public participation; develop more concise and measurable priorities and needs; coordinate federal statutory requirements; use existing local planning processed in the plan; provide real assessment of performance; and encourage public/private partnerships.
The Annual Action Plan is an effort to implement the Consolidated Plan and outlines goals, objectives, measurement indicators, and projects for each program year. The Consolidated Plan provides a strategy for carrying out the City's HUD programs and an Action Plan for assessing performance of programs.
A copy of the Consolidated Plan and Annual Action Plan is available for review at the Taylorsville City offices (2600 West Taylorsville Blvd). Public comments are encouraged and can be submitted in writing to Jim Spung, jspung@taylorsvilleut.gov between April 3, 2025 and May 4, 2025. Any comments received will be considered by CDBG staff when finalizing the plan. Formal adoption of the Consolidated Plan and Annual Action Plan will occur during the April 3, 2025 City Council Meeting.
The City of Taylorsville will submit to the Department of Housing and Urban Development (HUD) the Annual Action Plan and allocation of PY 2025-2026 CDBG funds. The City intends to allocate approximately $351,000 (upon Congressional approval) for the program year July 1, 2025 - June 30, 2026. Funding recommendations may change based on final HUD funding allocations. These funds come from HUD under Title I of the Housing and Community Development Act of 1974, as amended. These funds are to be used for carrying out one of the three national objectives: benefit to low and moderate-income families, aid in the prevention or elimination of slums or blight, or meet other community development needs having a particular urgency.
Proposed Action Plan and Community Development Objectives: The primary national objective of the CDBG program is the development of a viable urban community by providing decent housing and a suitable living environment by expanding local economic opportunities for the low- and moderate-income residents of the community. Taylorsville receives an annual entitlement of CDBG funds to plan and promote this primary national objective.
Funding applications were sought from the community for eligible projects, those projects were reviewed, and a public hearing was held where public comment was accepted on March 5, 2025.
