PUBLIC NOTICE The Board of Education of Jordan School District will meet in potential closed, study and regular sessions on February 25, 2025 beginning at 4:00 p.m. at the JATC South Campus (Board Conference Room), 12723 S. Park Avenue (2080 West), Riverton, Utah. Patrons may view the meeting online at https://boardmeeting.jordandistrict.org/. AGENDA February 25, 2025 1. STUDY SESSION - OPEN MEETING - 4:00 p.m. The Board may engage in discussion, provide administrative direction, or take other action on any of the study session agenda items listed below. A. Legislative Review Ms. Suzanne Wood, Chair, Government Relations Advisory Committee Dr. Michael Anderson, Associate Superintendent Review of legislative proposals and action regarding education. Strategic Plan Pillar: Opportunities for Every Learner Desired outcome: Information to the Board; no action required. B. Summer 2025 Project Review and Proposed Timeline Mr. Brian W. Barnett, Chair, Facilities Advisory Committee Mr. Bryce Dunford, Chair, District Finance & Audit Advisory Committee Mr. Scott Thomas, Administrator of Auxiliary Services Mr. Dave Rostrom, Director, Facility Services Board members will have the opportunity to review and ask questions about the summer project bids. Strategic Plan Pillars: Opportunities for Every Learner; Student and Staff Wellness Desired outcome: Board members will ask questions about the summer project bids in preparation for potential approval of the bids in the business meeting and will discuss the timeline for summer projects. C. Review of Proposed Revisions to Administrative Policy DP338 Reimbursement of Licensed Employees Elected to Public Office Dr. Anthony Godfrey, Superintendent of Schools Review of revised policy concerning Jordan employees elected to public office prior to consideration for approval in the business meeting. Strategic Plan Pillar: High Quality Instruction Desired outcome: The Board will consider combining policy DP338 and DP338B into a single policy for all employees and eliminate section II C. of the policy. Board members will hold discussion on the changes prior to a final vote in the business meeting. D. Follow Up Discussion on Board Priorities Ms. Niki George Board President Discussion on Board Priorities established at the February 11, 2025 meeting. Strategic Plan Pillar: High Quality Instruction; Opportunities for All Learners Desired outcome: Board members will hold discussion and establish plans on moving forward with the first set of Board priorities. 2. GENERAL SESSION - OPEN MEETING - 6:30 p.m. A. Pledge of Allegiance Mountain Creek Middle School B. Reverence Mountain Creek Middle School C. Celebrating Schools Mountain Creek Middle School D. Resolutions of Appreciation In Tribute to Mark Montague and Shane Reed Thomas E. Board Recognitions F. Superintendent's Recognitions Jason Skidmore, Director, Career and Technical Education 3. Public Comments The Board will take public comments on items not listed on the agenda in accordance with policy GP110 Public Participation at Board Meetings: - Comments must be appropriate for all ages and germane to the authority of the Board. - The Board will not take public comment on personnel issues or statements regarding the character, professional competence, or the physical or mental health of an individual or a group whose members could be identified individually. - Patron comment time is allotted first to residents of Jordan District, students, parents/guardians of current students, and current employees of the District. All others may address the Board if time permits. - No more than 45 minutes will be allocated to public comments in a Board meeting. - Both in-person and emailed comments are given up to three minutes to address the Board. - Comments can be made either in person at the meeting or by submitting the comment via email to be read in the meeting if time permits. Comments will be heard from those attending in person prior to comments received electronically. - To make an in-person comment, please sign up before the meeting begins with your name, address, and topic on the computer outside the meeting room. - Patrons unable to sign up to speak prior to the start of the meeting may call the Office of the Business Administrator or Superintendent before 3:00 p.m. the day of the meeting to be placed on the sign-up sheet. - Emailed comments to be read in the meeting should be submitted to boardcomments@jordandistrict.org before 3:00 pm the day of the meeting. A comment will not be read if it is not germane to the authority of the Board; regards the character, professional competence, or the physical or mental health of an individual; or is not appropriate for all ages. Comments not read in the meeting will be forwarded to the Board. - The Board is unable, by law, to take action on items raised during the comment period that are not on the agenda. - Silence by the Board on an issue does not suggest support or opposition to the message given. - Persons who disrupt Board meetings with outbursts, cheers, jeering or applause may be removed from the meeting by appropriate legal means. 4. General Business - Motion to Approve Consent Agenda Items Ms. Niki George Board President Routine items on the Consent Agenda not requiring public discussion by the Board may be adopted by one single motion. A Board member may request to remove an item from the consent agenda for individual discussion and consideration. A. Board Minutes B. South Jordan Middle School LAND Trust Amendment C. 2024-25 School LAND Trust Final Reports 5. General Business - Motion to Accept Consent Agenda A. Expenditures B. Financial Statements C. Personnel - Licensed and Education Support Professionals D. Recommendation to Issue Certificates for Home Instruction E. Non-compliance Report 6. Bids A. District Administration ¬¬- New Furniture at Jordan Learning Center Discussion and possible action to approve bid to purchase office and classroom furniture for the new Jordan Learning Center. Awarded Expenditure: $594,634.08. Source of funding: Capital Outlay for Jordan Learning Center Supplies. B. Facility Services ¬¬- Chiller Replacement for West Jordan High School Discussion and possible action to approve bid to replace the existing chiller and retrofit the controls at West Jordan High School. Total Awarded Expenditure: $2,019,382.00. Source of funding: Summer Projects Capital Budget. C. Facility Services - Stadium Lighting/Audio-Visual Upgrades for Copper Hills High School Discussion and possible action to approve bid to upgrade the existing stadium lighting and audio-visual system at Copper Hills High School. Total Awarded Expenditure: $464,327.00. Source of funding: Districtwide Capital Audio Visual Upgrade Budget. D. Facility Services - Stadium Lighting/Audio-Visual Upgrades for West Jordan High School Discussion and possible action to approve bid to upgrade the existing Stadium Lighting and Audio-Visual system at West Jordan High School. Total Awarded Expenditure: $331,885.00. Source of funding: Districtwide Capital Audio Visual Upgrade Budget E. Facility Services - Greenhouse Demolition at South Valley Discussion and possible action to approve bid to remove the current greenhouse and put in new curb and gutters as well as additional parking stalls and parking lot pole lighting at South Valley School. They will also build a smaller greenhouse for the school's use. Total Awarded Expenditure: $394,000.00. Source of funding: Summer Projects Capital Budget. F. Facility Services - Stair Access at Blackridge Elementary School Discussion and possible action to approve bid to create additional stair access at Blackridge Elementary School from Rosecrest Road. Total Awarded Expenditure: $149,357.93. Source of funding: Summer Projects Capital Budget. G. Facility Services - Parking Lot Expansion at Bingham High School Discussion and possible action to approve bid to expand the existing parking lot at Bingham High School. Total Awarded Expenditure: $651,333.75 (option 1) or $1,064,520.55 (option 2). Source of funding: Summer Project Capital Budget. H. Facility Services - Automatic Temperature Controls (ATC) Upgrade at Riverton High School Discussion and possible action to approve bid to upgrade and replace the Automatic Temperature Controls (ATC) of the HVAC systems at Riverton High School. Total Awarded Expenditure: $1,189,085.00. Source of funding: Summer Projects Capital Budget. I. Facility Services - Renovations at South Jordan Middle School Discussion and possible action to approve bid to renovate the kitchen, serving areas, and other areas that need upgrades at South Jordan Middle School. Total Awarded Expenditure: $4,128,916.00 (option 1), $4,866,937.00 (option 2), or $5,182,109.00 (option 3). Source of funding: Summer Projects Capital Budgets and Districtwide Risk Management Budgets. J. Transportation - CNG Tank Replacement on School Buses Discussion and possible action to approve bid to replace CNG Tanks on five (5) school buses that have expired CNG tanks. Total Awarded Expenditure: $103,436.43. Source of funding: Transportation Vehicle Repairs Budget. K. Transportation - Transportation Services for Special Education Students Discussion and possible action to approve bid to contract with a transportation company to meet the transportation needs for special education students that the District cannot accommodate on an as-needed basis. Total Estimated Expenditure: $610,159.00. Source of funding: Transportation Contract Services Budget. L. Transportation - Replacement of Special Education Bus Discussion and possible action to approve bid to replace a totaled Special Education bus for Transportation. Total Awarded Expenditure: $166,000.00. Source of funding: State Risk Reimbursement and Transportation Capital Outlay for Buses. 7. Special Business Items A. Recommendation to Approve Proposed Revisions to Administrative Policy DP338 Reimbursement of Licensed Employees Elected to Public Office and to Eliminate Administrative Policy DP338B Reimbursement of Educational Support Professionals Elected to Public Office Dr. Anthony Godfrey, Superintendent of Schools Recommendation and possible action to approve revising and combining two policies into one policy for all employee groups with DP338B eliminated. 1) Public Input Regarding Proposed Revisions to Administrative Policy DP338 Reimbursement of Licensed Employees Elected to Public Office and to Eliminate Administrative Policy DP338B Reimbursement of Educational Support Professionals Elected to Public Office 2) Action by Board of Education on Proposed Revisions to Administrative Policy DP338 Reimbursement of Licensed Employees Elected to Public Office and to Eliminate Administrative Policy DP338B Reimbursement of Educational Support Professionals Elected to Public Office 8.
