1. CALL MEETING TO ORDER. Vice Chairman Klansey Bateman called the meeting to order at 5:39 p.m. 2. ROLL CALL Vice Chairman Klansey Bateman(phone) Commissioner Steve Wallace Commissioner Vrayan Soriano(phone) City Council Liaison Radine Murphy City Clerk Liliana Soriano EXCUSED: Commissioner Randy Croasmun, 3. PLEDGE OF ALLEGIANCE Planning and Zoning Commissioner Steve Wallace led the Pledge of Allegiance. 4. APPROVE OR AMEND PLANNING AND ZONING MEETING MINUTES OF DECEMBER 18TH, 2024 DECISION. Motion made by Planning and Zoning Vice Chairman Klansey Bateman seconded, by Planning Zoning Commissioner Steve Wallace to Approve the minutes recorded for the Wendover City Planning and Zoning meeting held on Wednesday, December 18th, 2025. All in favor, aye, Motion passed. 5. RATIFYING THE MOTION MADE ON DECEMBER 18TH 2024 BY PLANNING AND ZONING COMMISSIONER VRAYAN SORIANO, SECONDED BY PLANNING AND ZONING COMMISSIONER STEVE WALLACE TO APPROVE THE CONDITIONAL USE FORM TO ADD AN ANNUAL FEE OF ONE HUNDRED DOLLARS ($100.00) PER YEAR IF ALL CONDITIONAL USE REQUIREMENTS ARE MET FOR ALL NEW APPLICANTS MOVING FORWARD FOR THE 2024-2025 YEAR, DECISION. Motion made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Commissioner Vrayan Soriano to Approve ratifying the motion made on December 18th, 2024, by Planning and Zoning Commissioner Vrayan Soriano, seconded by Planning and Zoning Commissioner Steve Wallace to approve the conditional use form to add an annual fee of one hundred dollars ($100.00) per year if all new applications moving forward for the 2024-2025 year. All in favor, aye, Motion passed. 6. DISCUSSION REGARDING EDGAR COLLAZO CHANGING ZONING FROM COMMERCIAL PROPERTY TO RESIDENTIAL PROPERTY. Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, second by Planning and Zoning Commissioner Steve Wallace to table line #6 All in favor, aye, Motion passed. 7. APPROVE OR DISAPPROVE PLANNING & ZONING MEETING DATES OF 2025.DECISION. Motion was made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Commissioner Vrayan Soriano to approve Planning and Zoning meeting dates of 2025. All in favor, aye, Motion passed. 8. RENEWAL OF ALL ACTIVE CONDITIONAL USE PERMITS FOR THE 2024-2025 YEAR: A) JUDITH LOPEZ - JUDITH GYM B) EDGAR COLLAZO - AAAA OUTDOOR STORAGE C) MANUEL CARRILLO - AUTO REPAIR AUTO SHOP/JUNKYARD D) JESS WINBERG - SILVERZONE E) STEPHANIE ESCARENO-I.R. TAX MULTI SERVICES Motion was made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Vice Chairman Klansey Bateman to Table Line item #8. All in favor, aye, Motion passed. 9. APPROVAL OR DISAPPROVE NEW BUSINESS APPLICATIONS: A) D'VINE BEAUTY-SELENA RIVERA-O'BRIEN Motion was made by Planning and Zoning Commissioner Steve Wallace, seconded by Planning and Zoning Vice Chairman Klansey Bateman to approve a new business application for D 'Vine Beauty-Selena Rivera-O'Brien. All in favor, aye, Motion passed. B) BEAUUDEE STHETICS LLC-DANIELA HURTADO Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace to approve a new business application for Beauudee Sthetics LLC- Daniela Hurtado. All in favor, aye, Motion passed. C) THE AJK DENTAL EXPERIENCE LLC-ANDREW KASKIE Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Vrayan Soriano to approve a new business application for The AJK Dental Experience LLC- Andrew Kaskie. All in favor, aye, Motion passed. 10. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No Comment. 11. VICE CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No comments 12. COMMENTS FROM THE AUDIENCE. Edgar Collazo asked Planning and Zoning commissioners for a recommendation on how to place two (2) mobile homes on his property and rezone the property to residential. Vice Chairman Klansey Bateman notified Planning and Zoning Commissioners that the City of Wendover wanted to stay away from spot zoning. Klansey will also ask the city attorney regarding the spot zoning request. No further comments were made. 13. UNFINISHED BUSINESS. None. 14. NEW BUSINESS. None. 15. NEXT SCHEDULED PLANNING AND ZONING MEETING: TO BE HELD ON WEDNESDAY, FEBRUARY 19TH, 2025 AT 5:30 P.M. Motion was made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Steve Wallace to approve the next scheduled Planning and Zoning meeting to be held on Wednesday, February 19TH,2025 at 5:30 p.m. All in favor, aye, Motion passed. 16. ADJOURNMENT. Motion was made by Planning and Zoning Vice Chairman Klansey Bateman to adjourn the meeting at 5:53 p.m. All in favor, aye, Motion passed.
