The Utah Board of Oil, Gas and Mining will meet Wednesday, February 26, at 9 a.m. at the Department of Natural Resources building, 1594 West North Temple, Salt Lake City. Division of Oil, Gas and Mining staff will conduct a briefing session at 9 a.m.: 1. Finalization of board notice rulemaking 2. Legislative update 3. Division's recommended financial assurance structure 4. Other 5. Next month's agenda and division calendar 6. Opportunity for public comment Board members will hear the following matters after the briefing session: 1. Docket No. 2025-004 Cause No. 132-68 - In the Matter of the Request for Agency Action of SM ENERGY COMPANY for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 2,560-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations comprised of Sections 13, 14, 23 and 24, Township 2 South, Range 3 West, U.S.M., Duchesne County, Utah. (Entry of the final order on this matter was continued from the January 22, 2025, Board Hearing due to a publishing error.) 2. Docket No. 2025-005 Cause No. 132-69 - In the Matter of the Request for Agency Action of SM ENERGY COMPANY for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 1,280-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations, comprised of Sections 13 and 14, Township 2 South, Range 3 West, U.S.M., Duchesne County, Utah. (Entry of the final order on this matter was continued from the January 22, 2025, Board Hearing due to a publishing error.) 3. Docket No. 2025-010 Cause No. 132-71 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Pekepovits UT 1-14 4-3-11-2-1H Well, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 2 and 11, Township 4 South, Range 3 West, U.S.M., Duchesne County, Utah. (This matter was continued from the January 15, 2025, Hearing Examiner Proceeding due to a publishing error. The Board will consider the findings of fact and conclusions of law recommended by the Hearing Examiner from the proceeding on February 19, 2025.) 4. Docket No. 2025-015 Cause No. 132-72 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Marie 15-22-15-3-3W-UW, McKinnon UT 14-22 3-3-22-15-5H and McKinnon UT 14-22 3-3-22-15-7H Wells, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 15 and 22, Township 3 South, Range 3 West, U.S.M., Duchesne County, Utah. (The Board will consider the findings of fact and conclusions of law recommended by the Hearing Examiner from the proceeding on February 19, 2025.) 5. Docket No. 2025-017 Cause No. 132-74 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Karl Ut 16-19 4-1-20-17-7H Well, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 17, 20 and 29, Township 4 South, Range 1 West, U.S.M., Duchesne County, Utah. (The Board will consider the findings of fact and conclusions of law recommended by the Hearing Examiner from the proceeding on February 19, 2025.) 6. Docket No. 2025-016 Cause No. 132-73 -In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order modifying the Board's Order entered in Cause No. 139-118 to declare certain parties as non-consenting owners in the Ranch 15-10-3-3-2W-MW and Ute Tribal 14-10-3-3-2W-MW Wells in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 3 and 10, Township 3 South, Range 2 West, U.S.M., Duchesne County, Utah. (The Board will consider the findings of fact and conclusions of law recommended by the Hearing Examiner from the proceeding on February 19, 2025.) 7. Docket No. 2025-008 Cause No. 132-70 - In the Matter of the Request for Agency Action of OVINTIV USA INC. for an order pooling interests, including the compulsory pooling of the interests of certain non-consenting owners in the Mamie UT 4-25 3-3-25-36-46H Well identified herein, in the drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch Formations comprised of all of Sections 25 and 36 Township 3 South, Range 3 West, U.S.M., Duchesne County, Utah. (Entry of the final order on this matter was continued from the January 22, 2025, Board Hearing due to a publishing error.) 8. Docket No. 2025-001 Cause No. 199-06 - In the Matter of the Request for Agency Action of RWB O&G Investments LLC for an order requiring an accounting and payment of proceeds from ARB Energy Utah LLC. 9. Docket No. 2025-011 Cause No. 199-07 - In the Matter of the Request for Agency Action of Judy K. Rice for an order requiring an accounting and payment of proceeds from ARB Energy Utah LLC. 10. Docket No. 2025-012 Cause No. 199-08 - In the Matter of the Request for Agency Action of Robert J. Rice for an order requiring an accounting and payment of proceeds from ARB Energy Utah LLC. 11. Docket No. 2025-014 Cause No. 130-39 - In the Matter of the Request for SM Energy Company for an order (1) Amending the Board's orders in Cause Nos. 139-153, 139-154, 139-163, 139-169, and 600-04 to make uniform the production setbacks for the units already established on the lands at issue, and (2) Establishing (a) four overlapping 1920-acre DSUs, and (b) four overlapping 3840-Acre DUBWDSUs, and (c) one overlapping 4-mile 2560-acre DSU, each for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) Formations in Sections 1-3, 10-12, 13-15 and 22-24, Township 2 South, Range 2 West, U.S.M, in Duchesne County, Utah. 12. Docket No. 2024-075 Cause No. 997-03 - In the Matter of Formal Rulemaking to amend the R649-9 Waste Management and Disposal Rule to the Exploration and Production Recycling Facilities Rule. 13. Per Acre Bonding Costs for Small Mines and Exploration - The Division will present information about average costs per acre for reclamation, followed by an opportunity for public comment. The Board will be asked to approve a figure that will be used for bonding small mines and exploration operations.
