To attend, click on the project link for each item below. ----- Your input is valuable! Public Comments and Questions We want to hear from you! Public comments and questions will be received within the public comment window. To submit a comment or question please contact the assigned planner via email or leave a voicemail, your questions will be answered within a week after the comment window has ended. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. ----- New Projects Open for Public Comment The list of new projects open for public comment is updated bi-weekly. ---- Zoning code text amendment consolidating parking garage design standards in the downtown zoning districts Mayor Erin Mendenhall has initiated a zoning text amendment to consolidate the parking garage regulations in the downtown zoning districts. Due to several recent text amendments that were being processed at the same time, but adopted at different times, the parking garage design regulations are found in 3 different sections of the city code. This amendment will move these regulations to one location to simplify the code and eliminate potential code conflicts. The intent and the purpose (to screen parking garages and not allow parking garages at the street level or in front of buildings) will remain. If additional conflicts related to parking garages are identified during the review process, the conflicts will be corrected as part of this amendment. Petition Number: PLNPCM2025-00008 Application Type: Zoning Text Amendment Zones Affected: D-1 (Central Business District), D-2 (Downtown Support District), D-3 (Downtown Warehouse/Residential District), D-4 (Downtown Secondary Central Business District), & G-MU (Gateway Mixed Use District) Project Planner: Rylee Hall, Principal Planner Email: rylee.hall@slcgov.com Phone Number: 801-535-6308 End of Comment Period: When the City Council makes a decision to adopt or deny the zoning text amendment. This item hasn't been placed on a City Council agenda yet, but this post will be updated once it has. Specifically, this zoning amendment focuses on the following: . Expands the scope of modifications that can be reviewed administratively by planning staff for building preservation incentive applications. . Makes clarifying changes to design standards for new construction associated with preservation incentives applications. . Allows for a one-year extension of preliminary approval for zoning incentives. Petition Number: PLNPCM2025-00039 Application Type: Zoning Text Amendment Project Location: Citywide Project Planner: Amy Thompson, Planning Manager Email: amy.thompson@slc.gov Phone Number: 801.535.7281 End of Comment Period: March 31, 2025 Join the Online Open House at: https://www.slc.gov/planning/openhouse2025-00039/ ----- The Frederick Luke Martineau, on behalf of the property owners, is requesting approval from the Historic Landmark Commission to construct a new 119-unit multifamily building that will be partially located on the same lot as the B'nai Israel Temple. There are three lots associated with the project. The Temple is located at 249 S 400 E and the adjacent lots to the south at 251 and 253 S 400 E will be where most of the new building is constructed. The properties are in the R-MU (Residential Mixed Use) zoning district and the Temple is a Local Historic Landmark site which requires approval from the Historic Landmark Commission for any new construction on the associated site. The proposed new building will be located partially on the adjacent lots to the south of the Temple and wrap around behind it. The portion of the building located behind the Temple is the only portion of the building subject to HLC approval as it is located on the landmark site lot. The rest of the building is not subject to the new HLC construction process. Three additional administrative processes (zoning incentives, planned development, design review) are requested for modifications that allow for a building that better achieves historic preservation and urban planning goals. These modifications can be requested and approved administratively as part of the building preservation zoning incentives application. The building preservation incentives will apply to the Temple and allow for administrative approval of the modifications below. The administrative applications do not require a public hearing and decisions on them will be made after the HLC decision.
