FAYETTE TOWN COUNCIL MEETING MINUTES
THURSDAY JANUARY 2, 2025
LOCATED AT FAYETTE TOWN HALL AT 7PM

CALL TO ORDER: 7:02pm
ROLL CALL: Jed Bartholomew, Mayor, Bryan Lyman, Keith Bartholomew, Melissa Mellor, Breanne Mashek
PRAYER: Keith
1) REVIEW MINUTES: Bryan made the motion to accept the minutes. Melissa seconded the motion. The minutes passed.
2) REVIEW EXPENDITURES: Melissa made the motion to accept the expenditures. Breanne seconded the motion. The expenditures were passed.
3) DANI TAYLOR WOULD LIKE SOME TIME TO ADDRESS THE TOWN ABOUT THE HOSPITAL AND THE PROGRESS THIS PAST YEAR Not in attendance.
4) A SUGESTION WAS BROUGHT TO THE ATTENTION OF THE TOWN'S CLERK ABOUT GETTING A TRASH BIN FOR THE TOWN HALL BECAUSE OF THE OVERFLOWING TRASH LATELY. White's Sanitation can deliver a 3yard bin for $20. It would cost us $50 each time we have it dumped. It can be locked. Keith made the motion to try it and see if works out for us. Bryan seconded it. The motion passed.
5) BREANNE WONDERED ABOUT ANYONE OR ANYTHING WAS NEEDED FOR THE TOWN, THAT SHE COULD CHECK INTO FOR A GRANT. SHE WANTED TO DISCUSS THIS WITH THE CITIZEN'S. The council had some ideas for Breanne, like doing the playground, pickle ball court, sidewalks, finding water rights to help in town. Big projects, but she can check into some to see what is available.
6) THE 24TH OF JULY IS THE TOWN'S RESPOSIBILITY THIS YEAR. WE AS THE TOWN COUNCIL NEEDS TO CHOOSE A COMMITTEE TO BE IN CHARGE OF THIS FOR THE 2025 SEASON. ANY SUGGESTIONS? We are going to think on this item more, but the idea for right now is to ask AnaLee Marker if she could come up with a committee to help her do it again. The committee was a great idea and it would not be so hard for the other's involved.
7) WE NEED TO ADDRESS 'HOUSE BILL 80' All candidates have to report their election funds for each election. Our people haven't spent any money on elections, so we don't need to worry about this right now.
8) WE NEED TO REAVALUATE THE FEES FOR THE CEMETERY FOR THOSE THAT HAVE LIVED HERE AND SERVED IN THIS TOWN THAT HAVE MOVED AWAY.
We had a citizen come and talk to us about the cost for digging a grave. Right now our price is $300 for resident's and $750 for non-resident's. Gerald's brother died and the clerk, quoted the $300 price because his brother had lived here before and the clerk felt like she could consider him a resident.
The Mayor said that Gerald should pay the non-resident fee because he didn't live here anymore. So we decided as a Town Council we should discuss this issue.
The Council decided to lower the price for the non-resident if they had lived here and volunteered at some time. We will change the Ordinance to read differently.
9) WATER REPORT: WELL C HAS BEEN HAVING PROBLEMS WITH SHUTTING OFF AND THEN TURNING BACK ON. WE NEED TO PAY SOMEONE TO FIX THIS PROBLEM. ALSO REPORT ON THE WATER THIS PAST MONTH. Jed brought up that the well is going to need to be re-wired because of so many shut offs recently. The cost for this would be $4791. He wanted to know if the Council could ok him for spending that money.
Meaghan Jessop was in attendance at the meeting and told Jed that she worked for a couple of chapters and they each award grants to organizations that need help on these circumstances. Jed would just have to fill out the information and she could submit it to the other organizations.
Each grant is $2500 with the Town matching the other $2500, for the amount of $5000.
Jed decided to go ahead and apply for her grant. Keith made the motion to accept the bid, not to exceed $5000. Bryan seconded the motion. The motion passed.
The spring is doing really good. Jordan is fixing the chlorinator and Brad is doing the maintance. We need to encourage Bad to get his certification.
Also the Richardson's are collecting rain water in big plastic containers, which is fine, but if they want to connect it to their home we need to talk to them about the possibility of a back flow problem.

11) TALK ABOUT THE HOME FAMILY SCHOOL USING THE BUILDING.WHAT PRICE WOULD WE CONSIDER TO RENT THE BUILDING FOR?
Some home schooler Mom's would like to rent the building on Monday's so they can get together for a home school activity. What would the Town charge them for a rental fee?
We would allow them to rent the building if they took good care of it and just cleaned up after. We discussed the charge and the council agreed on $100 deposit and a $20 a week.
They decided that they would like to do it. They would only need it until May5,2025.
We will write up a contract and have them sign it.
12) WE NEED TO DISCUSS ABOUT THE CHANGES ON THE 'CONFLICT OF INTEREST' ORDINANCE. We discussed the 'Conflict of Interest' for the Council.
Bryan made the motion to accept the ordinance. Melissa seconded the motion. The motion passed.
CITIZEN'S CONCERNS
TOWN COUNCIL ITEMS:
Animal control needs a new pole to catch dogs in town. There is a very mean dog that needs to be taken care of in town.
The fire bill will be changed this month to just $2.50, because Rocky Mountain Power will be collecting the $5 on their bill.
We need to call to make arrangements for the weed control.
Could Don come and fix the water fountain and the tap in the kitchen? Keith will get with him to get it done.
Need to take down the Christmas decorations. Volunteers?
