Linda welcomed everyone to the meeting. She asked if anyone had questions or changes for the December minutes. Tyler made a motion to approve the minutes. Regan seconded the motion, it passed unanimously.
Chad Moses has requested a zone change from R1 to R2. A map was included in the packet of the property in question. They have about 4.5 acres that they want changed. The city ordinance requires 5 acres, but they have some street right of way which counts towards the property size, so they qualify for the change. Bret explained some of the differences between R1 and R2. Chad and his wife were present at the meeting, Chad talked about what they wanted to do with the land and the options that they have and don't have because of the location and because it's land locked. Changing it to R2 would open up some options for what to do with it. Tyler made a motion to approve the zone change from R1 to R2. Regan seconded the motion. It passed unanimously. Bret explained what the next steps are for the Moses family.
Trent has sent the commission a live document of the current permitted uses of the R2 zone. He wants them to read through it and make any and all comments and changes that they see fit. They can type it right in the document. Trent talked about some of the R2 requirements. There will be a public hearing this coming Tuesday during the city council meeting. He talked about some of the verbiage that will be changed. Trent stated that the technical review committee will get the subdivision applications ready and bring them to the commission. Trent stated that the work that the commission has been doing has been really good and people are reaching out and are excited about it, it's having a positive effect on Blanding city.
Bret provided a map of the airport overlay area. The oblong area shown on the map is a 5000 foot area around the runway which is the minimum size the state requires. The state wants to protect existing airports from encroachment of non-compatible development and adverse development right next to the airports. Bret read a letter that he had written up for property owners in the overlay zone explaining to them the overlay zone and the impact it will have on them. He explained that when we get federal grant money, we sign a contract that says we will do everything in our power to protect and keep the airport running and functional. The letter explains that current zoning will not change for those property owners. The airport overlay zone focuses on height restrictions for new construction and plantings that could interfere with airport operations. He said that Trent is trying to get a grant to get a survey done in the overlay zone. Bret explained that he wants to be transparent as possible with the property owners. Basically the only restriction on the property owners would be building height. Bret said that he will work closely with the county as most of the overlay is county property. Regan said that it will probably be some time before encroachment or development becomes an issue for Blanding, but he is glad to get out ahead of this issue.
Regan made a motion to adjourn. Tyler seconded it. The meeting adjourned.
