DESCRIPTION OF BIDDING PROCESS AND NOTICE INVITING BIDS
BIDDING PROCESS:
This Invitation to Bid invites actual bids from qualifying contractors or distributors. Inquiries about this Invitation to Bid may be submitted to the District through Utah Public Procurement Place (U3P) on or before close of business Friday, February 28, 2025. Bidders shall submit sealed electronic bids via Bonfire Software, or a hard copy (paper) bid to the District on or before 11:00 a.m. on Friday, March 7, 2025, at which point all bids will be opened.
RECEIPT OF BIDS:
Sealed bids will be received by the District at its offices located at 1253 West Jordan Basin Lane, Bluffdale, UT 84065 Utah until 11:00 a.m., on Friday, March 7, 2025 for the project titled 'AERATION DIFFUSER REPLACEMENT.' Electronic sealed bids will also be accepted via Bonfire.

GENERAL DESCRIPTION OF WORK:
The District seeks bids from qualified contractors or suppliers to supply and install fine bubble membrane diffusers on the current aeration system operating in the facility. The Jordan Basin Water Reclamation Facility has been in operation for nearly 12 years, and facility staff have determined that the minimum airflow required to prevent diffuser fouling on existing ceramic diffusers is detrimental to process and aeration control. JBWRF is seeking to replace 9' ceramic fine bubble diffusers with membrane fine bubble diffusers to allow better process air control and optimization of turbo blowers supplying the air to each basin. This project is intended to replace the diffusers only, while maintaining the existing air distribution piping and grid configuration.
The District has drawings of each aeration tank and diffuser configuration, along with a total number of diffusers to be replaced. An agreement may be executed with the successful bidder(s) for two process trains to be completed in 2025. The District reserves the right to award diffuser replacement services to one bidder, or split the award between two or more bidders. The District intends to replace all diffusers in the designated trains, one tank after the other to provide adequate time to take trains offline, drain, clean, and prepare the tanks before work is completed. It is anticipated that each process train project will be completed in one trip, the time between process trains to be determined by facility staff.
SPECIFICATIONS:
JBWRF currently utilizes 9' ceramic diffusers. The system was installed during construction of the facility in 2012. Sanitaire was the original supplier of the aeration system. Exhibit 'A' contains the original design criteria, tank depths, volume, oxygenation, and number of aeration diffusers per tank. The membrane diffusers should provide equivalent aeration to the tanks within existing aeration grids.
Contractor shall demonstrate that diffusers are compatible with existing system and supply the necessary amount of aeration and are a direct replacement of existing diffusers. Contractor shall provide estimated longevity or life expectancy of the membrane diffusers, as provided by diffuser manufacturer.
QUANTITIES:
Each train has six (6) Fine Bubble Ceramic Aeration grids, two grids for each of the three aeration tanks. Some diffusers have been capped and the ceramic discs removed to reduce the amount of aeration in each zone. The current 9' ceramic disc diffusers will be replaced with membrane diffusers and any necessary parts to 'retrofit' the new style of diffuser to the existing system. The total number of diffusers to be replaced is 3,372 per train, or a total of 6,744 diffusers for the project. The District would like to purchase an additional 150 membrane diffusers, for a total of 6,894 diffusers. The District would also like to purchase adequate accessory parts including, but not limited to, gaskets, plates, couplers, or fittings to install the diffusers, to add to their inventory for future minor repairs or replacements. Parts not to exceed 50 installation 'kits'.
Spare Parts to be bid include:
- 10 Factory welded holders on 4' diameter PVC
- 20 Air Distributor repair couplings
- 10 Fixed Joint Assemblies
Exhibit B outlines the scope of work that will be performed by JBID/JBWRF staff and the work that is expected to be performed by the contractor/supplier. These considerations should be factored into the overall contract price.
PRICES:
Prices quoted must include all charges. Prices shall be firm from March 7, 2025, through December 31, 2025.
EXEMPTION FROM SALES AND USE TAX:
Supplier shall pay all sales, consumer, use and other similar taxes required by law to be paid due to the production and delivery of Services. The District is exempt from paying sales and use taxes. The District's sales and use tax exemption number is: 12257770-002-STC

OWNER'S RIGHTS RESERVED:
The District reserves the right to reject any or all bids, to waive any formality in a bid and to make awards in the interest of the District. Discounts offered under payment terms, or award of multiple bid items to a single Bidder, will be evaluated to determine the lowest overall cost to the District. The District may select a single Bidder for the supply and delivery of all bid items or different Bidders for the supply and delivery of any or all items separately.
