Community Economic Opportunity Advisory Board Minutes Date: January 13 2024 Daggett County Commission Chambers 95 North 1st West, Manila Utah 84046 Meeting called to order: 4:05 pm Present: Alena Smith- Secretary, Justin VonEberstein- Chair, Jesse Platt- Member Virtual: Zac Whitwell- DWS, Traci Frost- Vice Chair, Maretta Bair- Member Absent: Kathi Knight- Mayor, Matt Tippetts- Commissioner Guests: Peggy White- Economic Development, Brian Raymond- Daggett County Approval of Minutes: Jessie motioned to approve minutes from October seconded by Alena. Unanimous approval, motion passes. Old Business: New Business: Election of new officers: There is discussion about changing positions within the board. Jessie motioned to keep the chair positions as they are for two more years, Traci seconded the motion and unanimously approved and passed. Small business grant review. There were a substantial number of applications (15) and it was very successful. $10,000 grants will be awarded to Steven Wood- plumbing business/ contractor, Sweet N Bubbly- help high school students with employment and equipment in increase catering abilities for the community, Carol Slaugh- creating more business for the county and improvement through her trailer rentals, Woody Bair- espresso machine for FGR. $5,000 grants will be awarded to Justin VonEberstein- laser for engraving, Flaming Gorge Brewery- Brian Tedesko needs exterior fencing for the outdoor patio area of the restaurant, Forbes Family Farm- contraption for piglets to improve mortality rate and increase pork production by at least 40%. If the applicants do not follow through the obligations of the grant, we will have backups. Contingency: Double R Flower- need a greenhouse for year long growing, Sandy Collett with Flaming Gorge Hideout for neon sign to increase attraction. They were chosen as the contingency applicants because they had more information pertaining to the rubric as far as adding new employees and were very well worded. The lower scored applications were not chosen because they didn't quite hit the mark with their wording and other points on scoring. Our application was easy to understand and very inclusive. The next round might include added questions about community involvement. Do they provide volunteer time? Monetary support? How do they give back since this is tax dollars being given for the grant. Based on how much the applicants do for the community. These questions could be used as a tie breaker instead of contributing to the main score. A few other suggestions: increase the match to 20%. Don't place limits on grant amounts. Make it 3k-10k instead of a set amount. It was decided that there will not be more than one applicant per business. Awardees can only apply every other year so others have more chances to receive grant money. There should only be a 1500 character count on the answers to the questions. It was also brought up that the board should increase the number for funding next time around ($90K instead of $50K). Third party review findings will be given to applicants upon request. For next meeting: We need to offer our businesses a grant writing class. We could allocate more money for workforce development. One hour Q&A session for applicants. Resource center with grant writing, customer service, video courses, etc. Laura Chenoweth from Vernal is a professional grant writer and might have a resource for us and future applicants. Credentialized login for workforce training. Business owners, chamber members, and others might be able to use these resources. Creating these resources might help business owners want to be more invested and participate more. We are thinking of opening it up around October and closing the application round before the holidays at the end of year. Funding would be awarded by the end of the year applied. The ones that were not accepted need to know why they were not chosen and receive feedback. Also, they need to know they can and should reapply next round.
