1. CALL MEETING TO ORDER. Mayor Dennis Sweat called the meeting to order at 6:30 p.m. 2. ROLL CALL Mayor Dennis Sweat Councilmember Radine Murphy Councilmember Manuel Carrillo Councilmember Darlene Trammell Councilmember Brandon Grossman Councilmember Adam Palafox City Administrator Glenn Wadsworth City Clerk Liliana Soriano EXCUSED: City Attorney Spencer Call, City Treasurer Sasha Palafox 3. PLEDGE OF ALLEGIANCE Councilmember Radine Murphy led the Pledge of Allegiance. 4. APPROVE OR AMEND PUBLIC HEARING #9 MEETING MINUTES OF DECEMBER 04, 2024 DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to Approve Public Hearing #9 meeting minutes of December 04, 2024. All in favor, aye, Motion passed. 5. APPROVE OR AMEND CITY COUNCIL MEETING MINUTES OF DECEMBER 04, 2024, DECISION. Motion made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman to Approve city council meeting minutes of December 04, 2024. All in favor, aye, Motion passed. 6. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin gave a stats report to the council and notified the council that he has been working on the policy and procedures book since last year and is almost complete. City attorney Spencer Call is getting sent a copy of the policy and procedures. Connin notified the council that one officer was leaving, and a new officer was starting. i) SWEARING IN OF: MAXWELL CHAVEZ, POLICE OFFICER. City Clerk Liliana Soriano Swore in Officer Maxwell Chavez for the Police Department. B) FIRE DEPARTMENT - KEN QUIRK Fire Chief Ken Quirk gave a stats report to the council, and he is still cleaning the fire station, and he is taking an inventory of all the tools he is missing. Ken estimates it was around $4000.00 price value. i) APPROVE OR DISAPPROVE ASSIGNING OF KEN QUIRK AS FIRE CHIEF FOR THE CITY OF WENDOVER UTAH WITH ANNUAL SALARY OF $15,000.00. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Manuel Carrillo to approve assigning Ken Quirk as Fire Chief for the City of Wendover Utah with an annual salary of $15,000.00. All in Favor, aye, Motion passed. Roll Call: Councilmember Radine Murphy, aye, Councilmember Manuel Carrillo, aye, Councilmember Darlene Trammell, aye, Councilmember Adam Palafox, aye, Councilmember Brandon Grossman, aye. C) UTILITY - ARMANDO RODRIGUEZ Not Present. 7. UPDATE WITH RESPECT TO SACRED CIRCLE. LORENA HORSE AND MATT JUDD. DISCUSSION. Sacred Circle Executive Officer Lorena Horse and Ibapah Tribe Chairman Amos Murphy informed the City Council that Sacred Circle is just awaiting a response from Sacred Circle Attorneys for the land use survey to purchase the property. Lorena asked the City Council who the best contact was regarding the purchase of the property. The City Council responded to the City Administrator Glenn Wadsworth. Lorena Horse also asked the City Council who is the best with the building permits and business licenses. City Clerk Liliana Soriano informed Lorena that she was the person she would need to contact regarding business licenses and building permits. Lorena also asked the council if there was any way to inform the community that they were on their way. City Clerk Liliana informed her that social media helps as flyers. Mayor Dennis Sweat notified Lorena that the city can add a flyer to water billing and a majority of the residents should receive a bill to contact City Clerk Liliana Soriano as well as she does bills for the city. 8. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. Prevention group representative Deeanna Croasmun notified the City Council that New Year's Sober Party went very well 75 kids went to the event. Michael Connin there were no issues on New Year's Eve and New Year's Day. 9. APPROVE OR DISAPPROVE 2023-2024 FRAUD RISK ASSESSMENT FOR CITY OF WENDOVER AND MAYOR AND TREASURER TO EXECUTE SAME. DECISION. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell to Approve 2023-2024 Fraud risk assessment for the City of Wendover and Mayor and Treasurer to execute same. All in Favor, aye, Motion passed. 10. APPROVE OR DISAPPROVE RESOLUTION 2024-08: A RESOLUTION TO AUGMENT THE CITY OF WENDOVER 2024-2025 ANNUAL BUDGET #9. DECISION. Motion was made by Councilmember Radine Murphy, seconded by Councilmember Adam Palafox to approve resolution 2024-08: A resolution to augment the city of Wendover 2024-2025 annual budget #9. All in favor, aye, Motion passed. 11. APPROVE OR DISAPPROVE THE RESIGNATION LETTER OF GREGORY MASCARO AS A MEMBER OF THE PLANNING AND ZONING COMMISSION. DECISION. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Adam Palafox to approve the resignation letter of Gregory Mascaro as a member of the Planning and Zoning Commission. All in favor, aye, Motion passed. 12. APPROVE OR DISAPPROVE ASSIGNMENT OF CREDIT CARD FEES TO USER RESPONSIBILITY AND MATTERS RELATED THERETO. DECISION. City Administrator Glenn Wadsworth and City Clerk Liliana Soriano notified the City Council that the city has received proposal credit card fees. The proposal is city will be paying a payment of $480 for the year 2025, unposed to prior to the year 2024 when the city paid $8714.72 for the option to pay with a credit card or debit card any payment other than cash or checks the customers who would like the function of paying with a card would have to pay 4% for credit card and debit card use services. Motion was made by Councilmember Adam Palafox, seconded by Councilmember Darlene Trammell to Approve the assignment of credit card fees to user responsibility. All in favor, aye, motion passed. APPROVE OR DISAPPROVE DEEANNA CROASMUN TO USE THE JURY ROOM TO HOLD COUNSELING SESSIONS FOR RESIDENTS EXCEPT FOR THE FIRST THURDAY OF EACH MONTH. DECISION. Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Adam Palafox to approve Deeanna Croasmun to use the Jury room to hold counseling sessions for residents except for the first Thursday of each month. All in favor, aye, motion passed. 14. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. City Clerk Liliana Soriano went over pre-scheduled community center rental dates informing the City Council that there was only one application for the Red Cross blood drive with Karen Shepard asking for a waiver of deposit and rental fees as a free event for all who would like to donate blood. Motion was made by Councilmember Darlene Trammell, seconded by Councilmember Brandon Grossman to approve pre-scheduled community center rental dates and wave fees. All in favor, aye, motion passed. 15. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Mayor Dennis Sweat informed the City Council that Planning and Zoning has lost two Planning and Zoning Commissioners and asked the City Council for help finding people to join the Planning and Zoning Commission. Councilmember Adam responded that he had asked a couple of people, and they didn't sound interested in joining or they told him they would give him an answer later. Mayor Dennis informed the City Council the Construction on the Bathroom and the office had begun on the new utility shop and building inspector James Short did not pass the Construction done until they matched plans. The City of Wendover will hold the check until the work is complete, and plans are matched. The mayor spoke with City Attorney Spenser Call he was not able to attend due to a personal matter. 16. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Administrator Glenn Wadsworth informed the City Council that the city is looking into buying a new Chlorinator that would cost around $47,000.00 plus another $30,000 installation fee. Glenn informed the City Council that the city office has received a letter from the West Wendover baseball team asking for a sponsorship donation for the amount of $350.00 with the city logo posted on a banner on the Baseball field. 17. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. Not Present. EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS 18. UNFINISHED BUSINESS: Police Administrator Michael Connin informed the City Council that the State has moved their stop sign on the boulevard and now citations would hopefully go through with the Judge. Councilmember Radine Murphy asked Connin if he could contact the state regarding the Crosswalk from the Family Dollar to the High School to have lights near the sign or on the sign that can be flashing to indicate a person walking. Connin responded he would contact the State to inform UDOT of the issue and would notify the council of their response. 19. NEW BUSINESS: None. 20. EXECUTIVE MEETING. None. 21. NEXT SCHEDULED COUNCIL MEETING: FEBRUARY 05, 2025 @ 6:30 P.M. DECISION. Motion was made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman to approve the scheduled council meeting on February 05, 2025@ 6:30 p.m. All in favor, aye, motion passed. 22. ADJOURNMENT. Motion was made by Councilmember Adam Palafox, seconded by Councilmember Brandon Grossman, to approve adjourning the meeting at 7:11 pm. All in favor, aye, motion passed.
