Sanpete Sanitary Landfill Cooperative Board Agenda Supporting information February 1, 2024Verify Clarifications and Proposed Changes to Operation of Landfill . Item 1 Eliminate abuse of Household 'free' by defining Household and C & D and not allowing Construction and Demolition. 1. Definition of 'Household items' are listed in Landfill webpage under items that can not be delivered to Chester. a. Household Waste Description: Food Containers, Diapers, Clothing, Toys, Cardboard, Carpet, Electronics, TV's, Bedding, Mattresses, Sofas, recliners, Furniture of any kind, Styrofoam and Plastics b. Chester is a Class IV landfill and can not accept household items. House hold items accepted at Chester must be transported to White Hills. 1. Definition of: Construction or Demolition Waste c. 'means solid waste from building materials, packaging, and rubble resulting from construction, remodeling, repair, abatement, rehabilitation, renovation, and demolition operations on pavements, houses, commercial buildings, and other structures' ref: Chester Class IVb Permit and Utah Administrative Code Ref. R315- 301-260-2(17) 1. Define scope of household fee and fee allowance 1. The 'Residential Household fee' was established as the method that households in the cities, towns and county would subscribe to garbage pickup service and pay a monthly fixed fee to the landfill for their garbage collected at their home in 90 gal containers. This fee as set (currently $3.60) would cover the costs of household waste from these homes. (Waste delivered by these carriers to the landfill do not pay a per ton fee. 2. A 'household free Allowance' was established for residents who paid the landfill residential household fee of $3.60 along with their garbage pick up service to be allowed to dump large household items that would not fit in the 90 gal cans and some excess household items in the landfill without additional charge. These were to be covered in the Landfill fee paid with the garbage collection service. 3. The combined residential landfill fees paid through cities town utility bills was set sufficient to cover these additional household items. 2. Resolution: Therefore, waste generated from 'Construction, Demolition and Remodel' activities regardless of 'who created it', where it is created in the county', or 'who delivers it to the landfill' will be required to pay the required fee per ton delivered. Item 2 Determine fair way to handle large household items and additional 'household waste' for all Citizens of Sanpete County 1. All Household must go to White Hills. 2. At Chester a. Currently we transport large household items, such as: Upholstered furniture and mattresses to White Hills and charge $10.00 per piece to receive furniture. transport. We had income of $ 80.00 minus $41.00 handling minus $225.00 transportation per roll off, our net costs for 3 roll offs would be $355.00 $ 675.00/month b. Proposal: Transported 5 roll offs/month would cost the landfill $1125.00/mo. averaged 2/tons per roll off the costs to receive and compact $ 410.00i. $ 1535.00/mo ii.X 12 mo $18420.00/yr. Item 3 Administrator Part Time ?? Full Time ?? Steve Anderson Offer.?? 6 months at $3000.00/mon, plus $200.00 expense for travel, office, phone. Item 4 Review and approval of P & L Request to be compensated for Dust Control for 2024 See attached breakdown. Is based on a per ton fee of .50/ton of waste received for the months of July thru December. Item 5 Board Operation and functions 1. Amend the By Laws to allow for a smaller executive committee: To meet to handle specific portions of the landfill oversite. And allow for more extensive discussion of proposals 2. Authorize Check signers to approve setting up 2nd CD account and movement money into these accounts CVB is requiring that the Check signers approve all adjustment of Landfill Accounts. 3. By Laws: Article 4, a. Section 5, Voting; 'At any duly called meeting any question or matter properly coming before the Board shall be passed by a simple majority of all Board Members present at the meeting, except under Article Seven dealing with Amendments to the bylaws, and Article 5, Section 5 dealing with the removal of officers. Board members present in person or by authorized representatives are entitled to vote and shall constitute the voting body at meetings of the Board 4. Policies and Procedures: a. Verify that all members have them b. By Laws; verify that all members have a copy. c. Interlocal agreement; verify that all members have a copy of that.
