TO FILL MID-TERM VACANCY
February 6, 2025 - 6 pm

2. Agenda Items:
a. Interview Applicants And Appoint A Town Council Member To fill the Mid-Term Vacancy - Action Item
i. Wallsburg Town Council member Troy Thompson has resigned from his Wallsburg Town Council Member Office effective January 16, 2025. Wallsburg Town accepted applications to fill the mid-term vacancy until February 3, 2025. During this open and public meeting, applicants will be interviewed and a vote to fill the vacancy and appoint the new member of the Wallsburg Town Council will be taken immediately after. The individual with the majority vote will be appointed to fill the mid-term vacancy for the office of Town Council Member effective February 6, 2025 and will continue through December 31, 2025*, for the Town of Wallsburg, Utah. *Following the appointment to fill the mid-term vacancy, this seat will be on the ballot [for a two year term] during the 2025 Wallsburg Town Municipal Election. The elected individual will then take office January 1, 2026 and fill the unexpired term of the vacated office through December 31, 2027.
ii. Vote to fill mid-term vacancy and appoint the individual with the majority vote as a Wallsburg Town Council member effective February 6, 2025 through December 31, 2025.

5. Agenda Items:
a. Swearing In, Oath of Office - Action Item
i. In accordance with Utah State Code 10-3-827: the newly appointed officer shall take their Oath of Office before entering their duties, and Utah State Code 10-3-827: the Oath of Office will be administered by the Wallsburg Town Clerk. Upon completion of the Oath of Office, Wallsburg Town officially certifies and swears in the appointed official as a Wallsburg Town Council Member. The terms of office for the appointed official will begin February 6, 2025 and end December 31, 2025. Following the expiration of the appointment to fill this mid-term vacancy, this seat will be on the ballot [for a two year term] during the 2025 Wallsburg Town Municipal Election. The elected individual will then take office January 1, 2026 and fill the unexpired term of the vacated office through December 31, 2027. The Oath of Office will be witnessed and notarized by the Wallsburg Town Clerk and recorded with Wasatch County Clerks office.
b. Water System Improvement Project Wrap Up/Summary - Action Item
i. Derek Anderson (Sunrise Engineering) will give update on Water System Improvement Project.
ii. Vote to accept or continue discussion of change order to add cement collars to valves on the project.
iii. Vote to accept or continue discussion of purchase of blue stakes locator from BD Bush Excavation.
c. Main Canyon Road Project, CDBG Application Updates - Information and Discussion Only
i. Troy Ostler (CivCo Engineering) will discuss status of Main Canyon Road Phase II & 2025 CDBG applications.
d. Waterway, Roadway, Right of Way Issues - Information and Discussion Only
i. Discuss waterway ditch issues, solutions for proper drainage.
e. WattSmart Program - Action Item
i. Vote to accept or continue discussion of upgrading the Town Hall interior and exterior lighting to LED through Rocky Mountain Power's WattSmart rebate program.
f. Procurement Policy - Action Item
i. Adopt by resolution a Procurement Policy.
g. Elected Official and Employee Rental Benefits - Action Item
i. Adopt by resolution an Elected Official and Employee Rental Benefit Policy.
