1. CALL MEETING TO ORDER. Vice Chairman Klansey Bateman called the meeting to order at 5:30 p.m. 2. ROLL CALL Vice Chairman Klansey Bateman Commissioner Steve Wallace Commissioner Vrayan Soriano City Council Liaison Radine Murphy City Clerk Liliana Soriano EXCUSED: Chairman Greg Mascaro, Commissioner Jose Botello, City Treasurer Sasha Palafox Commissioner Randy Croasmun, 3. PLEDGE OF ALLEGIANCE City Council Liaison Radine Murphy led the Pledge of Allegiance. 4. APPROVE OR AMEND THE MINUTES RECORDED FOR THE WENDOVER CITY PLANNING AND ZONING MEETING HELD ON WEDNESDAY NOVEMBER 20th, 2024. Motion made by Planning and Zoning Commissioner Steve Wallace seconded by Planning and Zoning Commissioner Vrayan Soriano to Approve the minutes recorded for the Wendover City Planning and Zoning meeting held on Wednesday, November 20th, 2024. All in favor, aye, Motion passed. 5. APPROVE OR AMEND CONDITIONAL USE FORM TO ADD ANNUAL FEE OF $100.00 PER YEAR IF ALL CONDITIONAL USE REQUIREMENTS ARE MET FOR ALL NEW APPLICANTS MOVING FORWARD FOR 2024-2025 YEAR. Motion made by Planning and Zoning Commissioner Vrayan Soriano seconded by Planning and Zoning Commissioner Steve Wallace to Approve conditional use form to add an annual fee of $100.00 per year if all conditional use requirements are met for new applications moving forward for the 2024-2025 year. All in favor, aye, Motion passed. 6. DISCUSSION REGARDING EDGAR COLLAZO TO CHANGE ZONING FROM COMMERCIAL PROPERTY TO RESIDENTIAL PROPERTY. Motion made by Planning and Zoning Commissioner Vrayan Soriano seconded by Planning and Zoning Commissioner Steve Wallace to table Line item #5. All in favor, aye, Motion passed. 7. RENEWAL OF ALL ACTIVE CONDITIONAL USE PERMITS FOR THE 2024-2025 YEAR: A) JAMES PETERSON - WENDOVER AIRPORT Motion made by Planning and Zoning Commissioner Steve Wallace seconded by Planning and Zoning Vice Chairman Klansey Bateman to Approve James Peterson -Wendover Airport Conditional USE Permits for the 2024-2025 year. All in favor, aye, Motion passed. B) JUDITH LOPEZ - JUDITH GYM C) EDGAR COLLAZO - AAAA OUTDOOR STORAGE D) MANUEL CARRILLO - AUTO REPAIR AUTO SHOP/JUNKYARD E) JESS WINBERG - SILVERZONE Motion made by Planning and Zoning Commissioner Steve Wallace seconded by Planning and Zoning Vice Chairman Klansey Bateman to table B, C, D, and E until all forms are found and verified are filled out correctly. All in favor, aye, Motion passed. 8. APPROVAL OR DISAPPROVE NEW BUSINESS APPLICATIONS: A) D'VINE BEAUTY-SELENA RIVERA-O'BRIEN Motion made by Planning and Planning and Zoning Vice Chairman Klansey Bateman seconded by Zoning Commissioner Steve Wallace to table # 7 business license due to form not being filled out completely. All in favor, aye, Motion passed. 9. CITY LIASION RADINE MURPHY UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Council Liaison Radine Murphy informed the Planning and Zoning Commission that all prescheduled community Center applications that were submitted for the month of December were approved and that the city has scheduled their yearly meetings to be on the first Wednesday of every month with the exception of January 1st, 2025, which has been moved to January 8th, 2025 by Mayor Dennis Sweat because of the holiday. Radine also mentioned the City Council had approved the work to commence in the utility shop to build an office and bathroom. 10. VICE CHAIRPERSON KLANSEY BATEMAN UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No Comment. 11. CHAIRPERSON GREG MASCARO UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Skip. 12. COMMENTS FROM THE AUDIENCE. None. 13. UNFINISHED BUSINESS. Planning and Zoning Commissioner Steve Wallace asked Vice Chairman Klansey Bateman how many seats need to be covered for Planning and Zoning Commission. Vice Chairman Klansey responded with two (2) seats that must be covered to be fully staffed in Planning and Zoning. 14. NEW BUSINESS. City Clerk Liliana Soriano informed the Planning and Zoning Commission that the City Office has received two letters of resignation one from the Planning and Zoning Chairman Greg Mascaro and another one from Planning and Zoning Commissioner Jose Botello. 15. NEXT SCHEDULED PLANNING AND ZONING MEETING TO BE HELD ON WEDNESDAY, JANUARY 22ND,2024 AT 5:30 P.M. Motion made by Vice Chairman Klansey Bateman to schedule the next Planning and Zoning meeting to be held on Wednesday, January 22nd,2025 at 5:30 p.m. 16. ADJOURNMENT. Motion made by Planning and Zoning Vice Chairman Klansey Bateman, seconded by Planning and Zoning Commissioner Vrayan Soriano to Adjourn the Planning and Zoning Meeting at 6:39 p.m. All in favor, aye, Motion passed.
