Public comments and questions will be received within the public comment window. During and following this comment period, the Planning Division will evaluate the proposal against the applicable zoning standards, taking into consideration public comments as they relate to the standards, and develop a recommendation for the Planning Commission. New Projects Open for Public Comment The list of new projects open for public comment is updated bi-weekly. ----- Boyer Company - District North Development The Boyer Company, represented by Nicholai Lazarev, is seeking Design Review and Planned Development approval for the redevelopment of the property at 523 W 200 N. The project area consists of one 2.9-acre parcel within the TSA-UC-T (Transit Station Area - Urban Core - Transition) zoning district. The site currently houses a self-storage and RV parking business and a single-story office building. The proposed 6-story building provides 350 units with a unit mix of studios, one- and two-bedrooms. The applicant is requesting 5 feet of additional building height through the Planned Development process and several modifications to the Design Standards in Chapter 21A.37. Additional modifications may be considered as part of the review process. The requests include the following: Proposed building height is 63' 9', requesting Planned Development approval for an addition 5' of height 200 North Requests: o Increase in street facing fa ade length from 200' to 318' o Request to use 5% EIFS on the ground floor and 19% on the upper levels o Modification to the spacing of building entrances 500 West Requests: o Increase in street facing fa ade length from 200' to 360' o Reduction of the ground floor use requirement from 90% active use to zero. 500 West is a dead-end public street that faces the rail lines. The property is in the FR-2 (Foothills Residential) and OS (Open Space) zoning districts and is approximately 32 acres total. Approximately 8 acres is to be used for the single-family residential lots with the rest to be dedicated for trail preservation and as Open Space. This type of project requires Planned Development and Preliminary Subdivision review as the residential lots are proposed to be accessed from a private street. The eight-story building will consist of three levels of structured parking with a retail space on the ground floor and residential uses on levels 4 - 8. Level 4 will have two courtyards and an amenity deck for the use of the building's residents. The residential units will be a mix of studio, 1-bedroom, and 2-bedroom for a total of 275 units. The structured parking will provide the required parking for the users of this building as well as 2 other new buildings on the block that have already received planning commission approval. An east/west midblock walkway will be installed as part of this project which will run along the south side of the proposed building and connect with the existing north/south midblock walkway that was recorded as part of a different phase of overall project. The 1,230 SF ground floor retail space is proposed to be at the rear of the building, rather than adjacent to 500 W, and will be accessible through the midblock walkways. This configuration is proposed to focus the active uses on the urban park being built in the middle of the block.
