Cannonville Town Council Meeting Minutes January 2025 Cannonvillle town held their regular Monthly Board Meeting Wednesday, January 15, 2025, in the town Hall. Meeting began at 6:00pm Public in Attendance: Erik & Hiromi McDonald, Teresa & Geo Thompson, Chelsea & Brayden Nielson, Brannon Ott, Brandon & Holly Baugh, Marty Rich, Shantel Manning, Jean & Ken Hall, Mark Nelson, Sherry & Pete Jensen, Board Members: Stewart Ivie, Melanie Ott (excused), John Morreale, & Alma Fletcher Agenda as follows: Pledge: Mayor Bill Scoffield Prayer: John Morreale Reading and Approval of Agenda: Mayor Scoffield added three items: Brandon Baugh and replacing tractor tires. The updated agenda was read and approved by motion. Second by Stewart Ivie, all were in favor. Reading and Approval of minutes: November 2024 minutes were approved via text the next day to include Melanie Ott who was excused. Mayor's Items -The 2025 meeting scheduled was reviewed and adopted. -The 2025 Conflict of Interest Guidelines were reviewed and adopted -Town Council members and employee duties and responsibilities were read and adopted. -November and December 2024 financials were submitted by Clyde Heath, Treasurer and reviewed. -The new zoning ordinance has been completed. Thanks to Erik McDonald and his team. Adoption was postponed for additional study time. -Erik McDonald was thanked, and given a round of applause for his work, including a letter of appreciation. -The town tractor needs tires and two bids were reviewed. Action to replace the tires was postponed until spring. Possible solutions were to contract mowing to Garfield Ready Mix or purchase a used mowing machine. Motion by Alma Fletcher, 2nd by Stewart Ivie, passed. -The chair gave Brandon Baugh, Director, Kodachrome Park the floor to review all things Promise Rock and the State Park. No movement or decisions have been made. Brandon shared his vision about any limited development if the state assumed stewardship. Road access was discussed in response to Alma Fletcher's question. -The Red Cross folks are looking for a new Bryce Valley Coordinator. The Mayor signed up but then reported he didn't want to put another new on the town at this point. Red Cross found somebody in Tropic to replace Marie Jagger. -Pelorus Methods has been asked to help Cannonville automate the business licenses and the late fee hook for overdue water bills. Clyde Heath is working to implement along with an improved interface with Zenner, the water monitoring database. -Dumpster placement is okay and is working for the town. -Decorative painting or murals was discussed for the water tanks north of town. No decisions were made. A council member mentioned it would require a lot of upkeep if they were painted. -Peter Jensen asked about other mobile phone companies being added to the town cell phone tower. Investigating. He also expressed concern about exploding targets at the county firing range across from the RV park. Policy being investigated. -Holly Baugh expressed concern about the impact of the new development being discussed in the area and that property values, taxes, and opportunities would be adversely affected. Marty Rich added that it's important to preserve our history and our pioneer heritage. Ken Hall expressed his frustration, too, saying it's just all about the money. Planning Commission: John Morreale, head of Cannonville planning commission, has served over five years and will be stepping down. A search for new folks has begun: Cole Twitchell, Levi Holm were suggested. Departmental Reports: Water: Alma reported the insulation on the Spring House hadn't started, certification tested is just about complete, and Fire: Mayor suggested monthly water squirts to ensure equipment is operational. Another cleanup need in march or April. Roads: Street signs have been delivered. Will be installed when it warms up. Parks: Melanie mentioned the park will be decorated the Saturday the 23rd, with movie night the night of the 29th followed by the Tree Lighting at 5:30pm on the 30th. Miscellaneous: none Adjourned: 7:21pm; next meeting February 19th, A motion was proposed and approved to adjourn by Stewart Ivie, seconded by John Morreale, approved.
