D. Discuss Recommendation of the Planning and Zoning Commission and Possibly Adopt Ordinance
2024-02, Town of Oak City Code-Updated Ordinance. The Mayor reported that Mason Anderson has accepted a position on the Planning and Zoning Commission. At their meeting last night, Mason had brought up a question on the Town Code. The Mayor said that he would get In contact with Daniel Jensen, Sunrise Engineering, to get his opinion on this. The Planning and Zoning Commission voted to recommend that the Town Board adopt this Ordinance.
The Mayor reported that he sent a note to Daniel Jensen, Sunrise Engineering, on this section, 154-088, referring to ditches and canals. The question was about if someone does a subdivision by a ditch or canal, they need to put up a fence adjacent to the subdivision between the ditch. Mason thought there should be an option for pipping instead of a fence to make it more safe. The Mayor asked Daniel about this and his response was that this could be added to the Code if desired. A simple line could be added giving this option. Jared felt that it might not be a good idea to put in piping as an option as this might make the Town more liable than just leaving it as is. Daniel suggested that the Code could state that the Administrative Land Use Authority might require the ditch or canal to be piped. This will be added to the Ordinance. Dave wondered why the Ordinance refers to the Planning and Zoning Commission in the entire Ordinance, excluding this section. He suggested replacing Administrative Land Use Authority with Planning and Zoning Commission throughout the Ordinance. This will be done.
Talked about how important it will be to try to mark all water lines and ditches on maps with a note to contact the irrigation company on ditch issues.
Dave stated that he wanted to recognise and show appreciation to the Planning and Zoning Commission for their hard work on putting this Ordinance together.
Dave moved, seconded by Jared, to adopt the Ordinance as amended. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Tom-Aye. Jared-Aye. Copeland-Aye.
E. Possibly Adopt Ordinance 2024-03, Compensation of Statutory Officers and General Employees of the Town of Oak City.
Dave had passed out a copy of this and quickly went through it.
Copeland moved, seconded by Jared, to adopt the Ordinance. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Jared-Aye. Copeland-Aye. Tom-Aye.
F. Discuss Utah Associated Municipal Power Systems (UAMPS) Proposal to Manage an Electronic
Power and Water Meter Reading System for the Town of Oak City.
Dave didn't have much information on this. They are interested in providing this for any members that would desire it. After considering the options, UAMPS had decided to go with Eaton. Most of Eaton's technology will integrate with other systems. UAMPS wants to know if the Town has any interest. If so, would meet with Eaton and get a proposal from them. They wouldn't fully maintain but would help. The more entities that join Eaton, the less it will cost.
Tom wondered why the Town would need their help. Might give them too much control. Dave stated that Eaton would help with technical issues of the systems. Dave believes the Town would have control over the system and Eaton would just help in managing the system as the Town requests. The Town has the ability to only sign up for things it wants and needs. Don't have to sign up for everything they offer. An Eaton system could allow remote disconnect and reconnect, usage information, and other technical advances. Will look at what they have and go from there. The estimated cost of putting in an Eaton power meter would be $210.00 per meter. Dave will pursue this with UAMPS and Eaton. Could talk to Delta City to see what they have done and how it is working before making a decision on Eaton.
G. Monthly Financial Report. Angie passed out copies of the Report and went through it quickly.
The Financial Report was Read and Approved by Board Action. The auditors came today and it is going well. They will present the audit at the January Town Board Meeting.
H. Departmental Reports.
Jared Rawlinson.
Jared had no report.
Copeland Anderson.
Corinne Anderson has been practicing, with the children, for the Christmas Eve program.
Copeland is still trying to line up a Santa for the Program. Jared will do this if absolutely necessary. Copeland will continue looking at this.
There are a couple of citizens that have concerns with barking dogs. How should this be handled? The Mayor will check with these parties.
Tom Nielson.
Tom has been trying to get the aquifer recharge system done but is waiting for the engineers on this.
Dave Steele.
Outages.
There were no outages to report.
Operations and Actions.
12-13: Customer at 590 West 100 North reported voltage problems. Shim assisted to determine the problem was on incoming service line. Called Dixie Power to repair.
Dwight Day resigned as UAMPS representative for Oak City. Contacted UAMPS and IPA to initiate change of representative.
On the October UAMPS billing, Oak City had net energy delivery of 249.551 KWH. Total cost/KWH WAS $0.91.73. The total price was $22,890.80. Purchase price was above required operating margin, so a Power Cost Adjustment of $0.02173 was ordered for the November billing.
Meeting Attended:
12-03: IPA Annual Meeting in Salt Lake City.
12-17: UAMPS December Project Committee Meeting in Salt Lake City.
12-18: UAMPS Annual Member Meeting in Salt Lake City. Elected as Board Member for the Hunter Project. The UAMPS Millard County Power Project was formally created.

I. Miscellaneous.
Mayor Callister.
The Mayor got a call from a concerned utility customer that has a large water bill. Ben Nielson, Oak City Water Master, and Tom have been looking at this and found there is water in a field next to his corral so there must be a leak somewhere. Will tell him to look at his lines to see if there is a leak.
In January, the Council will start looking at the Update to the Title V: Public Works Section of the Town of Oak City Town Code again.
The Mayor will try to get the yearly updates done so these are current.
J. Adjournment.
The Mayor adjourned the meeting at 9:15 p.m.
After the meeting, the Town Board Members and others sacked the candy for the Town Christmas Eve Program.
Respectfully Submitted,
