Planning Commission Minutes December 12, 2024 Planning Commission Present: Linda Simmons Tyler Nielson Regan Richmond City Planner Present: City Manager: City Council Representative: Bret Hosler Trent Herring Kellen Nielson Minutes: Linda welcomed everyone to the meeting. Regan made a motion to approve the minutes from the November meeting. Tyler seconded the motion. It passed unanimously. The planning commission discussed the update to the Blanding Subdivision Ordinance that is being required by the State of Utah. This was due by December 31st. The main updates to the Subdivision Ordinances was the 30 day required approval process, the addition of a Technical Review Committee (TRC) to help with the process to get the packet ready for the Planning Commission, and an update of the Minor and Major Subdivision requirements. A motion was made by Regan Richmond to accept the proposed changes with Tyler Nielson being the second and all were in favor. However, after discussion, an amended motion was made by Regan Richmond to the original motion to accept the changes with a couple of edits. These edits were that the minor subdivision was not capped at 4 lots, but was capped at 1.5 acres and that the Major Subdivision was either 5 lots or greater than 1.5 acres. A Public Hearing was scheduled for January 14, 2025 with the Blanding City Council for final public comment on these proposed changes with an action item on the agenda to approve those changes if the City Council approves.
