Linda welcomed everyone to the meeting. She asked if anyone had questions or changes for the October minutes. Regan made a motion to approve the minutes. Paul seconded the motion, it passed unanimously.
Bret said that he contacted the developer and the surveyor concerning the Foy minor subdivision. Brad, the surveyor said that he is willing to make a note on the survey plat to say which lot the shed belongs to and Steve Francom, the developer said that the shed will most likely be torn down at some point. Neither of them think that it will cause an issue in the future.
There has been a request for proposal to have a consultant come in and take a look at our downtown and make some suggestions to the city on ideas and solutions on how to enhance or promote development. Ben Mulhestein has applied for and got grant money to get a long range downtown economic plan. That same grant also funds the training for this planning commission. There will be some more training available in the spring of next year. Regan made a motion to give advice and consent to go ahead with advertising for consultants to do a downtown study. Paul seconded the motion. It passed unanimously.
The commission, along with Bret, Trent and Todd Thorne, the AOG planner had an in-depth discussion on the possibility of rezoning a part of the pioneer subdivision to a high density residential zone. They shared their feelings, ideas, thoughts, suggestions and alternate options.
Todd Thorne, the AOG planner, from Carbon County, was at the meeting and gave some great input and ideas. He told us a bit about his background and his journey to where he is now. He showed the commission a map that his office has created, where you can see lots and parcels and all kinds of information.
Josh Meyer has requested to rezone his property that is on the south west corner of center and 300 west. It is currently zoned as R1. And the requirement for R1 won't allow them to subdivide the lot like they would like to, so they want to rezone it to R2. There is a fee for the possible zone change. The city has to hold a public hearing. The property owner has to get signatures from neighbors within a certain distance saying that they are aware of the change, and they have to be notified of the public hearing. They discussed the possibility of the city charging more for the fee and then sending out certified letters to the neighbors instead of having the property owner approach the neighbors. Paul made a motion to give a favorable recommendation to the city council to rezone the Meyers lot. Regan seconded the motion. The motion passed unanimously.
A letter was written up in support of funding a natural gas line down to the uranium mill. The city was notified of some grant funding that is available to do a feasibility study for the gas line. The gas line will be a big, expensive project, it will also be a great thing for the city and the mill. Tyler disclosed his conflict of interest, being that he is involved with the project through his work at Jones and DeMille. Regan made a motion to recommend support of the gas line project. Paul seconded the motion. It passed unanimously.
Regan made a motion to adjourn. Tyler seconded it. The meeting adjourned.
